From Range Rover to Mercedes-Benz: what cars were declared by the heads of the OBA

on 31 January 2024, the deadline for submitting declarations by civil servants for 2021 and 2022, including the heads of regional military administrations, expired. Journalists analysed them for the purchase, ownership or personal use of new cars, the citing an infographic by Slovo i Dilo.
The analysis was conducted only for 2022, as only a few companies published reports for 2023. The figures are likely to be even higher.
Themost expensive car in 2022 was declared by the head of Kirovohrad Regional State Administration Andrii Raikovych – a 2019 Land Rover Range Rover. The official bought it in February 2019 (i.e. before taking office) for UAH 5 million 781.7 thousand.
Vyacheslav Chaus, the head of Chernihiv Regional State Administration, declared two cars. In September 2017, he took a new Kia Sorento worth UAH 1 million 222.6 thousand for use, and in September 2021, he bought a Volkswagen Touareg for UAH 1 million 987.1 thousand. The purchase took place when Chaus was already working at the UIA.
Vitali Klitschko, who is the mayor and head of the Kyiv City State Administration, declared three Toyota Sequoia cars made in 2014 and 2021. All these cars do not officially belong to him, he only uses them under a contract.
In February 2022, Vitalii Kim, thehead of Mykolaiv Regional State Administration, leased a Volkswagen Touareg R-Line 3.0 TDI made in 2020 (worth UAH 994.5 thousand). He has also owned a Mercedes-Benz E 200 made in 2015 since February 2018.
The head of the Vinnytsia Regional State Administration Serhii Borzov owns three cars:
- BMW 520 made in 2016 (owned since March 2016, worth UAH 1 million 007.7 thousand),
- Mercedes-Benz Vito 114 made in 2016 (bought in January 2022, i.e. already in office, for UAH 550 thousand)
- Toyota RAV4 2014 (purchased in September 2014 for UAH 438.6 thousand).
Viktor Mykyta, the head of the Zakarpattia DEC, uses a 2018 Audi A.
Ruslan Zaparaniuk (Chernivtsi DEC) declared a 2017 Kia Sportage, which he purchased in July 2017 for UAH 970.2 thousand before his appointment as the head of the DEC.
Svitlana Onishchuk, the head of Ivano-Frankivsk DEC, declared a Lexus NX200 worth UAH 750 thousand. The official also bought the car before her appointment.
Ihor Taburets, the head of Cherkasy DEC, owns a 2014 Toyota Camry worth UAH 400 thousand. The car was acquired by the head of Cherkasy regional administration in November 2016, long before his appointment.
According to the declarations for 2022, the head of Zhytomyr DEC Vitalii Bunechko, Lviv DEC Maksym Kozytskyi, Volyn DEC Yurii Pohuliayko (family members also do not have a car), Kharkiv DEC Oleh Syniehubov (family members do not have a car at all) do not have a personal car.
Of the already dismissed heads of the DIAs, Oleksandr Starukh (Zaporizhzhia DIA), Oleksii Kuleba (Kyiv DIA), Pavlo Kyrylenko (Donetsk DIA), Vitalii Koval (Rivne DIA), and Serhii Gamalii (Khmelnytskyi DIA) did not declare cars in 2022.
