The government continues to develop booking rules and is exploring different approaches to this process. This was announced today during a press conference by Prime Minister of Ukraine Denys Shmyhal, Kommersant Ukrainian reports
According to the Prime Minister, the current approach to booking is quite workable, but not ideal.
“We are really discussing different approaches to booking. Firstly, today there is a certain approach to booking – about 700 thousand people in Ukraine are booked. This approach works, it is economical, because there are industries and critical infrastructure enterprises. In addition, there are other critical infrastructure facilities where it has already been agreed with the General Staff and employees are booked either one hundred per cent or a certain percentage, which is enough to ensure the vital activity of these enterprises. In addition, we believe that the enterprises that should be booked should include those that fill the state budget,”
– shmyhal said.
In addition to this, Shmyhal also proposes to introduce a category of enterprises that are important for the economy and pay high taxes.
“…The impact of an enterprise or industry on the economy is the framework of the future booking system we are working on. Companies that are critical to the economy will retain priority in booking, but additional opportunities will be given to companies that fill the state budget… For example, the tax burden is higher than the industry average. There is no such official indicator, but the Tax Service provides it,”
– the Prime Minister said.
New draft law on mobilisation
on 7 February, the Verkhovna Rada of Ukraine adopted a new draft law on mobilisation without any proposals from the relevant committee. More than 4,000 amendments have already been submitted.
The draft law proposes, among other things, to introduce summonses through the conscript’s electronic cabinet. Other innovations include lowering the conscription age to 25 years, setting a demobilisation period of 36 months, introducing voluntary mobilisation for convicts, restrictions on evaders, banning civil service without military training, etc.
