Starting from 25 April, men aged 18 to 60 can obtain passport documents exclusively at the State Migration Service (SMS) in Ukraine, but there are exceptions. This was reported by Komersant ukrainskyi with reference to the Passport Service Centre.
on 25 April, a Cabinet of Ministers resolution on changes to the procedure for obtaining passports for men aged 18 to 60 came into force. From now on, they will be able to obtain a passport only at the State Migration Service offices in Ukraine.
Documents will not be sent to foreign branches of the State Enterprise Document.
At the same time, men specified in paragraphs 2-1-2-3 and 2-7 of the Rules for Crossing the State Border by Citizens of Ukraine can obtain passport documents abroad, provided they have the relevant supporting documents.
Who can get a passport abroad
Categories of people who can obtain passport documents abroad:
- people with disabilities;
- guardians of persons with disabilities;
- parents of children with disabilities;
- persons in need of constant care;
- those accompanying seriously ill children;
- members of the Defence and Security Forces;
- victims of the military aggression of Russia who went abroad for treatment.
Passport documents will be issued to citizens who applied before 25 April in accordance with the procedure that was in force before the entry into force of Resolution No. 443 after the technical problems have been resolved.
It should be noted that the foreign branches of the state enterprise Document stopped issuing ready-made documents to Ukrainians on 23 April due to technical issues related to fingerprinting.
This statement was preceded by a letter from the Ministry of Foreign Affairs, which was circulated in the media, announcing the temporary suspension of consular services abroad for men of military age.
It is worth noting that after the draft law on mobilisation was passed, Ukrainians abroad went abroad in droves to get their passports.
On 15 April , the foreign branches of the state enterprise Document cancelled live queues .
On 11 April, the Verkhovna Rada passed the law on mobilisation in the second reading. The law, among other things, provides for restrictions on the provision of consular services to Ukrainian men liable for military service abroad. This right will be denied to men who have not updated their military registration data in the Military Registration and Enlistment Office.
