Highest score: test results of candidates for the NACP head

In the competitive selection for the position of NAPC head, the commission selected 24 candidates who demonstrated high intellectual abilities, scoring 107 points and above in the test, according to
Among them, Viktor Pavlushchyk stands out with the highest score of 137 points. He works as a senior detective and heads the detective department at the NABU. In his motivation letter, Viktor noted his extensive experience in the NACP’s key area of activity – the declaration system and special inspections.

The second highest scorer is Oleksandr Starodubtsev with 135 points, Deputy Chief of Staff of the NACP, who is expected to take a leadership role in the anti-corruption institution.

Serhii Hupiak and Serhii Podhoretz, Head of the Fourth Investigation Department of the SBI Territorial Office in Khmelnytskyi and SAPO prosecutor respectively, both scored 131 points.


They are followed by Agiya Zagrebelska, Deputy Chief of Staff of the NACP, and Andrii Teteruk, Deputy Head of the Security and Defence Integrity Policy Department and Head of the NACP Risk Analysis Department. Both candidates scored 130 points each.


It should be noted that the first stage of the competition included general aptitude testing, psychological testing, and integrity testing.
At the same time, the five candidates with the lowest results are as follows:
- oleh Kornienko, Head of the Criminal and Other Offences Prevention and Prevention Unit of the Department for Prevention, Detection and Suppression of Criminal and Other Offences of the military unit (112 points),
- dmytro Kalmykov, current Head of the Anti-Corruption Policy Department (111 points),
- hQCJ member Vitalii Hatseliuk and Roman Norets, who was the head of the NACP department until August 2023 (both with 110 points),
- pavlo Kulyk, Head of the Analytical Work and Information Development Division of the NACP’s Department of Information Systems, Analytical Work and Information Protection, with 108 points.
These results not only reflect the candidates’ intellectual abilities, but also their potential ability to cope with the challenges faced by modern civil servants.
The next stage of the competition includes a series of tests, including psychological interviews, practical tasks on ethical leadership, anti-corruption legislation, and written answers to questions about their own vision of the NACP’s future activities.
Emphasis is placed on the integrity and independence of the candidates, as it is important that such a responsible position is held by people who can effectively fight corruption. The NACP Head is appointed by the Cabinet of Ministers of Ukraine for a four-year term.
Oleksandr Novikov, who previously held this position, left after four years, which opened the door for new candidates, each of whom has their own vision of the role and tasks of the NACP in the current environment.
