The head of the Servant of the People faction, David Arakhamia, said that there are three points in the government bill No. 10449 on strengthening mobilisation, which the Verkhovna Rada of Ukraine adopted at a meeting on 7 February, that need to be improved, according to
“Everyone has questions to it. We will work on them in the committee before the second reading,”
– said the MP, pointing to three key aspects.
In particular, the first issue concerns people with disabilities and those who care for them, and the second concerns postgraduate students.
“We will reconsider the approach to postgraduate students. There is no final decision yet, we will look for a compromise. The rules on blocking personal accounts of citizens are definitely unacceptable. I don’t see anyone in the Rada who would support this,”
– the MP said.
Arakhamia added that these are the issues that are already in the works.
“We are also working in an inter-factional working group on other points of the draft law. We have to balance the interests of the military command, business and citizens. It is not an easy task, we will have a lot of work to do,”
– he said.
The new draft law
Yesterday, 7 February, the Verkhovna Rada of Ukraine adopted a new draft law on mobilisation without any proposals from the relevant committee. It is expected to be voted on as a whole at the end of February, and the draft law may come into force in April.
The draft law proposes, among other things, to introduce summonses through the conscript’s electronic cabinet. Other innovations include lowering the conscription age to 25 years, setting a demobilisation period of 36 months, introducing voluntary mobilisation for convicts, restrictions on evaders, banning civil service without military training, etc.
