Grain terminal of Kolomoisky and Bogolyubov transferred to ARMA

The National Asset Recovery and Management Agency (ARMA) has taken over the management of a maritime transshipment and warehouse complex for grain cargoes owned by Agroterminal Logistic, a company associated with Ihor Kolomoisky and Hennadiy Boholyubov. This is reported by Komersant ukrainskyi with reference to the press service of the Prosecutor General’s Office and the head of the ARMA Olena Duma.

The transfer of the asset to ARMA’s management is due to an investigation into the illegal actions of officials of several companies, including PJSC CB PrivatBank, including the former owners of the bank, including Ihor Kolomoisky and Hennadiy Boholyubov.

What assets were transferred to ARMA?

We are talking about a single integral property complex – a sea transshipment terminal with a berth in Odesa region.

It plays an important role in the logistics of grain cargo and agricultural exports.

The transfer of the assets is due to the fact that the company to which they belonged is associated with a businessman who is currently in custody. The National Security and Defense Council of Ukraine (NSDC) also imposed personal special economic sanctions on him.

During the pre-trial investigation, at the request of the prosecutors of the Prosecutor General’s Office, the said property was seized by the investigating judge.

Why were the assets transferred to ARMA?

The decision to transfer the assets is related to the investigation of possible illegal actions of officials of several companies, including former shareholders of one of the largest banks in Ukraine.

According to the investigation:

• In 2016, they committed illegal actions in relation to the pledged property – a transshipment complex, which was pledged to the National Bank of Ukraine under a mortgage agreement(Article 388 of the Criminal Code of Ukraine).
• In 2022-2024, the officials of these companies evaded taxes, which led to losses to the state budget in particularly large amounts(Article 212 of the Criminal Code of Ukraine).

The assets were seized at the request of prosecutors from the Prosecutor General’s Office. The pre-trial investigation is ongoing and is being conducted by detectives of the Main Detective Unit of the Security Service of Ukraine with the operational support of the Security Service of Ukraine.

• Obtaining additional information – the agency has sent inquiries to the Prosecutor General’s Office and the Bureau of Economic Security to clarify the details of the criminal proceedings.
• Valuation ofthe asset – a tender will be held among appraisers to determine the market price of the property.
• Prozorro tender – to select a manager who will be able to ensure the efficient use of the complex and bring economic benefits to the state.
