President Volodymyr Zelenskyy has introduced a bill to the Verkhovna Rada that would allow Ukrainian servicemen fighting in Russia, particularly in the Kursk region, to receive all the benefits and preferences provided for the front line. This is stated in the card of the draft law “On Amendments to Article 3 of the Law of Ukraine ‘On Social and Legal Protection of Servicemen and Members of Their Families'” (No. 11483), Komersant ukrainskyi reports
In the proposed version, the law also includes the intelligence agency of the central executive body that implements state policy in the field of state border protection.
It is envisaged that this Law applies to servicemen performing military duty outside Ukraine, including on the territory of the aggressor state during their direct participation in the implementation and/or ensuring the implementation of measures necessary to ensure the defence of Ukraine, protection of the security of the population and the interests of the state in connection with the armed aggression against Ukraine, namely
- servicemen of the Armed Forces of Ukraine;
- other military formations and special purpose law enforcement agencies established in accordance with the laws of Ukraine;
- state special purpose bodies with law enforcement functions;
- The Foreign Intelligence Service of Ukraine;
- the intelligence agency of the Ministry of Defence of Ukraine;
- the intelligence agency of the central executive body implementing the state policy in the field of state border protection;
- The State Service for Special Communications and Information Protection of Ukraine, who are on military service in the territory of Ukraine, and servicemen of the above military formations;
- law enforcement and intelligence agencies;
- and members of their families.
It is reported that the implementation of the law will not require additional financial expenditures from the state budget.
The law applies to military personnel performing military duty outside Ukraine, including in the territory of the Russian Federation.
The President has defined the law as urgent.
Earlier, Zelenskyy called on the Rada to urgently consider the issue of the participants in the operation in Kursk region. He said that MPs should consider guarantees for the Ukrainian military, who are taking part in the fighting in the Russian Kursk region and will participate “in all our other actions on the territory of the aggressor country.”
According to him, the Ukrainian military should receive “absolutely all payments and preferences that are provided for the front line”.
