Zelenskyy appoints commissioner for security guarantees

President of Ukraine Volodymyr Zelenskyy has appointed Yevhen Moysiuk as special commissioner for the implementation of international security guarantees and the development of the Defence Forces. This is stated in the presidential decree, according to
“To appoint Yevhen Moysiuk as Special Envoy of the President of Ukraine for the implementation of international security guarantees and the development of the Defence Forces of Ukraine,” the decree reads,

In his evening address, President of Ukraine Volodymyr Zelenskyy said that Yevhen Moysiuk would now be responsible for implementing security guarantees for our country and developing the Defence Forces.
“We are creating for Ukraine a fundamentally new system of security relations with the world’s leading powers, and every element of such relations must be fully implemented. There should be no declarative statements,”
– the President said.
He reminded that Ukraine already has such an agreement with the UK. And new agreements are being prepared, not only with European forces. Each agreement must be implemented as soon as possible.
Who is Moysiuk?
From 2000 to 2002, Moysiuk served in the 25th separate airborne brigade in Bolgrad as a parachute and reconnaissance platoon commander.
In 2004-2005, he served in Iraq as part of the Ukrainian peacekeeping contingent, and from 2008 to 2009 he was part of the peacekeeping mission in Kosovo.
in 2012, Moisiuk became the commander of the first parachute battalion.
He has participated in the war against the Russian occupiers since 2014. In particular, in December 2014, he led the defence of Donetsk airport and the withdrawal of personnel. on 5 December 2018, he was promoted to the rank of Major General.
Since 21 July 2019, Moisiuk has been the commander of the Air Assault Forces of the Armed Forces of Ukraine. On 5 December 2019, he was promoted to the rank of lieutenant general.
In 2021, President Volodymyr Zelenskyy dismissed Moisiuk from the post of commander of the Armed Forces and appointed him deputy commander-in-chief of the Armed Forces.
Reshuffle in the Armed Forces of Ukraine
On 8 February, President Volodymyr Zelenskyy dismissed the Commander-in-Chief of the Armed Forces of Ukraine, Valeriy Zaluzhnyy, and appointed General Oleksandr Syrskyy as the new Commander-in-Chief of the Armed Forces.
According to Zelenskyy, Syrskyi has successful experience in defence, having led the Kyiv defence operation, and successful experience in offence, having led the Kharkiv liberation operation.
The President believes that 2024 can be successful for Ukraine only if there are effective changes in the basis of our defence, which is the Armed Forces of Ukraine.
Zelenskyy also changed the command of the General Staff of the Armed Forces of Ukraine. Anatoliy Bargylevych was appointed as the new chief.
Lieutenant General Oleksandr Pavliuk will now command the Land Forces of the Armed Forces of Ukraine instead of Colonel General Oleksandr Syrskyi .
