Zelensky appointed new heads of Sumy and Luhansk regional administrations: what is known

President of Ukraine Volodymyr Zelenskyy has appointed new heads of Sumy and Luhansk regional military administrations. The relevant decrees were published on the president’s official website, Komersant ukrainskyi reports

Who headed the Sumy Regional Military Administration

According to Decree #244/2025, Oleksiy Kharchenko has been appointed head of the Luhansk Regional Military Administration. Previously, this position was held by Artem Lysohor, who was dismissed by Zelenskyy by Decree No. 241/2025.

What is known about Oleksiy Kharchenko

Previously, Oleksiy Kharchenko worked as the head of the Siverskodonetsk City Military Administration. He was appointed to this position on September 30, 2024.

Oleksiy Kharchenko is a Ukrainian civil servant, Doctor of Philosophy. He was born on September 11, 1987. He has three degrees and over 13 years of experience in the civil service, including seven years at the State Border Guard Service of Ukraine.

In 2021-2023, he worked at the State Inspectorate of Architecture and Urban Development of Ukraine.

Who headed the Luhansk Regional Military District Administration

At the same time, Oleh Hryhorov became the head of the Sumy Regional Military Administration, as stated in Zelenskyy’s decree No. 245/2025.

The previous head of the administration, Volodymyr Artyukh, was dismissed under Decree #242/2025.

What is known about Oleh Hryhorov

Oleh Hryhorov is a police general of the 3rd rank. Until January 2021, he held the position of Deputy Head of the Main Department of the National Police of Ukraine in Zaporizhzhia Oblast – Head of the Investigation Department.

From January 2021 to April 2025, he was the head of the Main Department of the National Police of Ukraine in Luhansk region.

In August 2024, by decree of Volodymyr Zelenskyi, he was promoted to the special rank of police general of the third rank.

Hryhorov’s declaration

At the end of January 2025, Oleh Hryhorov filed a declaration as a candidate for a position related to the performance of state or local government functions. According to the declaration, he jointly owns an apartment in Sumy with Liudmyla Hryhorova, and his wife Iryna has the right to use it free of charge. Another apartment, jointly owned with Oleksiy Sachko, is located in Kyiv. Oleh Hryhorov himself is registered in Zaporizhzhia, in an apartment at the National University “Zaporizhzhia Polytechnic”.

The family owns two cars: A 2021 Mazda CX-5 owned by his wife (worth UAH 941.2 thousand) and a 2016 Audi Q7 owned by Mr. Hryhorov himself (worth UAH 980 thousand).

In 2024, Oleh Hryhorov received UAH 845.2 thousand in salary from the Luhansk police, as well as UAH 473.7 thousand in cash benefits from the National Police. His wife, who works for the National Police in Sumy region, received UAH 511 thousand in salary. In total, the family declared UAH 1,447,000 in cash. In addition, Grigorov had about 32 thousand hryvnias in his bank accounts, and his wife had almost 90 thousand hryvnias.
