Zelensky appointed a new head of the KCIA: what is known about him (photo)
31 December 18:53On December 31, President of Ukraine Volodymyr Zelenskyy dismissed the head of the KIAC, Serhiy Popko, from his position. This is stated in the relevant decree of the head of state, Komersant ukrainskyi reports.
“In accordance with Article 4 of the Law of Ukraine “On the Legal Regime of Martial Law”, dismiss Colonel-General Popko Serhiy Mykolayovych from the post of Head of the Kyiv City Military Administration,” reads the text of Presidential Decree No. 897/2024.
It should be noted that the President appointed Timur Firuddinovich Tkachenko to replace Popko by his Decree No. 898/2024.
What we know about the new head of the Kyiv City Military Administration
Tymur Tkachenko was born on August 18, 1989 in Kyiv.
In 2013, he graduated from Taras Shevchenko National University of Kyiv with a degree in international economics. In 2019, he graduated from the National Academy for Public Administration under the President of Ukraine.
In 2012, he worked as a specialist in the Department of Outdoor Advertising and Territory Survey at Solomianka-Service in Kyiv.
From 2012 to 2014, he was a pro bono assistant to Pavlo Riabikin, a member of the UDAR party in the 7th Parliament.
In the same year, he co-founded the NGO Progressive Citizens of Ukraine.
In 2015, he unsuccessfully ran for the Kyiv City Council of the 8th convocation from the Petro Poroshenko Bloc.
From 2015 to 2016, he worked as the head of the department at Kyivblagoustrii.
From 2016 to 2017, he was the Deputy Director General of Pleso, which takes care of the capital’s beaches and water bodies.
In 2017 , he co-founded the Friendly People Charitable Foundation.
In 2018 , he was the Chief of Staff of the Holosiivskyi District State Administration in Kyiv.
In 2019 , he was deputy and acting head of the Darnytsia District State Administration in Kyiv.
In 2020 , he unsuccessfully ran for the Kyiv City Council of the 9th convocation from the UDAR party.
From 2020 to 2021 , he was the first deputy director, head of the landscaping control division in the Department of Urban Improvement of the Kyiv City State Administration, headed by Oleksiy Kuleba. In addition, he was connected to Kuleba through business ties, in particular, Tkachenko had a stake in Asper Estate LLC, whose beneficiary was Kuleba.
From 2021 to 2023 , he was the Director of the Department of Urban Improvement of the Kyiv City State Administration (KCSA).
From 2023 to 2024 , he served as Deputy Minister for Strategic Industries of Ukraine under Oleksandr Kamyshyn.
In September 2024, he was appointed Deputy Minister of Communities and Territories Development of Ukraine to Oleksiy Kuleba.
Timur Tkachenko is married. Together with his wife Anna, he has a daughter, Alisa.
The official’s electronic declaration for 2023 shows that Tkachenko, together with his mother and sister, owns an apartment with an area of 83.3 m2. Since October 2023, he, his wife and daughter have been living in a rented apartment with an area of 153 m2.
In addition, Timur Tkachenko declared USD 10 thousand and UAH 700 thousand in cash. The newly appointed head of the KMBA has UAH 48.9 thousand in his bank accounts.
