Zelenskyy presents Ukraine’s Victory Plan: it has secret annexes (photo)
16 October 17:24President of Ukraine Volodymyr Zelenskyy presented the Victory Plan to MPs and Ukrainian society in the Verkhovna Rada. This is reported by Komersant Ukrainian with reference to the website of the head of state.
According to Zelenskyy, the Victory Plan should strengthen Ukraine’s position for a fair end to the war. Ukraine, together with its partners, must force the aggressor state to peace, as the Russian dictator seeks to continue the war and evades honest diplomacy.
“This is guaranteed by our soldiers, all our people, and our unity. The unity of Ukraine. And the unity of our partners. All this is the basis of our ability to achieve a just goal,” the President of Ukraine said.
Zelenskyy also added that the Victory Plan is a way to strengthen Ukraine. This is exactly the kind of strengthening of Ukraine that is needed not only to defend our positions, but also to build a bridge – a bridge to the second Peace Summit, which will put a fair end to this war for Ukraine.
What the President of Ukraine said when presenting the Victory Plan

What does Volodymyr Zelenskyy’s Victory Plan consist of?
The first point. Inviting Ukraine to join NATO now, before the war ends.
The second point focuses on defence. In particular, it refers to the continuation of the Armed Forces’ operations in Russia and the lifting of restrictions on strikes on its territory.
The third point. Non-nuclear deterrence of Russia and the acquisition of specific types of weapons.
Fourth point. Developing Ukraine’s strategic and economic potential and strengthening sanctions against Russia.
The fifth point is designed for the post-war period and is related to the fact that the Ukrainian military can use its experience to strengthen NATO and European defence. The US contingent could replace the Ukrainian military.
There are also three secret annexes that Volodymyr Zelenskyy previously presented to Ukraine’s allies. Their existence was confirmed by Yevheniia Kravchuk, Member of Parliament and Deputy Head of the Verkhovna Rada Committee on Humanitarian and Information Policy.
“There are indeed three annexes. They relate to both the security and economic components. Obviously, they should not be published on social media so that Russia can study all this,” Kravchuk said.
How the Victory Plan is assessed in Ukraine
The Chairman of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk, noted that the Victory Plan was fully supported by the parliament.
“This plan contains calls to our partners, because much depends on our allies and their determination. It is important that Ukraine and the Ukrainian people seek a fair and just peace, not a ‘freeze’ on the war or territorial concessions. Ukraine wants to win,” the speaker said.
Stefanchuk also thanked the members of the Ukrainian parliament for once again demonstrating unity in matters relating to Ukraine’s future and victory in the war against Russia.
For his part, Prime Minister of Ukraine Denys Shmyhal is confident that the Victory Plan presented to the public is designed to bring a just and lasting peace to Ukraine.
“All five points are fundamental. Their support from international partners can put an end to Russia’s imperialist ambitions and guarantee security for the European continent,” Shmyhal wrote on his Telegram channel.
