Zelenskyy presents Victory Plan in Verkhovna Rada: video

President of Ukraine Volodymyr Zelenskyy has presented his Victory Plan in the Verkhovna Rada. This was reported by "Komersant Ukrainian" with reference to the President’s speech.

The presentation was attended by Commander-in-Chief Oleksandr Syrskyi, Chief of the General Staff, heads of the Security Service of Ukraine, the State Intelligence Service, the Foreign Intelligence Service, and Prime Minister Denys Shmyhal. Heads of diplomatic missions were also present.

“The points of the Plan are calculated in detail in time. If we follow them, we will be able to end the war no later than 2025,” the President said.

The plan contains five key points and three secret additions:

  • Invitation to join NATO now.
  • Defence: Increasing Ukraine’s own weapons production and increasing assistance from partners.
  • A deterrence package on the territory of Ukraine to counter any threats from Russia.
  • Economic pressure on Russia: limiting oil prices and exports.
  • Using the experience of the Ukrainian military to ensure security in Europe.

Three more points remained secret.

The President said that the Victory Plan is a plan to strengthen the state and its positions to be strong enough to end the war. This plan depends on partners and definitely does not depend on Russia, he stressed.

“The Victory Plan is the end of Russia’s control over Ukraine,” the President said.

The event is being broadcast live from the parliament.

Earlier, Zelenskyy said that the Victory Plan is designed to strengthen Ukraine, and one of its points includes Ukraine’s accession to NATO and future membership.

Earlier, Zelenskyy met with US President Joe Biden at the White House. He spoke about his presentation of a victory plan to Biden. The leaders coordinated their positions on the initiative, and now the next steps are being prepared for its implementation.

The President’s Office noted that some of the positions in the victory plan are “sensitive” and therefore need to be kept secret.
