Ukrainians’ salaries increased in 2025: who gets the most and why not everyone feels it

In the first quarter of 2025, the average salary in Ukraine increased to UAH 23,460, which is 24% more than last year. This was reported by "Komersant Ukrainian" with reference to the State Statistics Service.
However, despite the growth of nominal incomes, not all Ukrainians feel a real improvement in their financial situation. The reason for this is inflation and a shortage of personnel in the labor market.
Salaries in Ukraine: official statistics
According to the State Statistics Service of Ukraine, the average salary in the country as of the first quarter of 2025 is UAH 23,460, or just over $560. Compared to the same period in 2024 (UAH 21,473), the increase was almost 2,000 hryvnias.
Although nominal wages are growing, inflation is eating away at part of Ukrainians’ incomes, so real income is growing much more slowly. According to NBU analysts, salary increases are often a forced step for employers who cannot find workers.
Where in Ukraine do they pay the most?
In 2025, IT, finance, and science professionals will remain the highest paid in Ukraine. According to the State Statistics Service, the top five are as follows:
- Information and telecommunications – 65,579 UAH;
- Financial and insurance activities – UAH 50,289;
- Professional, scientific and technical activities – UAH 30,868;
- Wholesale and retail trade, repair of motor vehicles – UAH 28,902;
- Public administration and defense – UAH 28,184.
The IT sector traditionally remains the leader in terms of remuneration, despite the martial law and partial relocation of businesses abroad.
Where they pay the least
The lowest average salaries in Ukraine in 2025 are in education(UAH 14,307) and art, sports, and entertainment (UAH 16,101). These industries have been underfunded for years, which leads to staff outflows and reduced employee motivation.

Labor market: supply, demand and expectations
Recruiting platforms record the convergence of salary expectations of job seekers and employers’ offers. In July 2024, the average salary for vacancies was UAH 19,553, and for resumes – UAH 20,414. Today, this gap has almost disappeared, indicating that the market has stabilized, but also a slowdown in wage growth.
The National Bank points to a shortage of skilled workers amid large-scale emigration, especially among young people. This is forcing companies to revise their remuneration. At the same time, inflation, rising energy prices, and general economic uncertainty are reducing the purchasing power of the population.
What’s next for salaries: a forecast
Despite the positive dynamics, experts do not predict a sharp increase in wages in 2025. The expectations of Ukrainians are already in line with the market opportunities of employers. In addition, the public sector has limited resources to increase wages, while private businesses are focused on survival and cost optimization.

Thus, the average salary in Ukraine is growing, but this does not guarantee an improvement in welfare. Inflation, tax burden, and economic instability make Ukrainians cautious about their finances. The situation on the labor market is stabilizing, but global changes are possible only with the growth of labor productivity and structural reforms.
