Law on mobilisation: will disabled people and postgraduate students have a postponement?

This week, the Verkhovna Rada of Ukraine will consider amendments to the new law on mobilisation. In particular, MPs will consider the issue of deferment from military service for disabled people and postgraduate students. This was announced by the head of the French Servant of the People party David Arakhamia on Telegram, Kommersant Ukrainian reports

Arakhamia said that the issue of groups I, II and III of people with disabilities would be resolved.

“The current legislation provides for one carer per person with a disability of their choice. This is the only way. And it’s not about ‘permanent care’, it’s just about dismissal,”

– Arakhamia wrote.

The head of the Servant of the People faction also stressed that the discussion of the amendments would begin next week and the MPs would resolve this issue.

“The same applies to postgraduate students. As promised, regardless of the form of study, the issue of granting them a deferral from mobilisation will be resolved,”

– Arakhamia added.

It should be noted that the National Defence and Intelligence Committee has considered all 16 areas of the draft law on mobilisation.

New draft law

on 7 February, the Verkhovna Rada of Ukraine adopted a new draft law on mobilisation without any proposals from the relevant committee. It is expected to be voted on as a whole at the end of February, and the draft law may come into force in April.

The draft law proposes, among other things, to introduce summonses through the conscript’s electronic cabinet. Other innovations include lowering the conscription age to 25 years, setting a demobilisation period of 36 months, introducing voluntary mobilisation for convicts, restrictions on evaders, banning civil service without military training, etc.
