Tomorrow, President of Ukraine Volodymyr Zelenskyy will address the 79th UN General Assembly in New York, after which he will travel to the White House to meet with President Joseph Biden on 26 September. Later, he is also expected to meet with presidential candidates Vice President Kamala Harris and former President Donald Trump. During these meetings, Zelenskyy is expected to present a “victory plan”, the text of which is not known for certain. At the same time, according to the President himself, this plan will become a “bridge” that will force Russia to the negotiating table. So what can the “victory plan” be about and under what conditions will it lead to a quick end to the war in Ukraine, the [Kommersant].
What is known about Zelensky’s “victory plan”
Despite the confidentiality of the plan, the British newspaper The Times published details, citing its own sources. According to their information, the document refers to 4 key points, namely, security guarantees from Western countries for Ukraine, similar to a mutual defence pact, as in the case of NATO membership; a request for modern weapons that will be needed for further struggle; continuation of offensive actions in the Russian Kursk region, which will allow Ukraine to have an advantage during negotiations and international financial assistance to restore the Ukrainian economy.

At the same time, Volodymyr Zelenskyy said in an interview with ABC News that the war with Russia is closer to an end than many people think and that “only from a strong position” can Ukraine “push Putin to end the war”.
Reaction of senior US officials
Given that the document has not yet been presented to the current American leadership and presidential candidates, there have been no official positions on the “victory plan” from the top officials of the state.
However, at a rally in Pennsylvania, Donald Trump said that President Volodymyr Zelenskyy “very much” wants his Democratic rival Kamala Harris to win the November election and called the Ukrainian leader “the best salesman in history,” Politico reports.
“Every time he comes to the country (USA – ed.), he comes with $60 billion… He really wants them (Democrats – ed.) to win this election, but I would do it differently, I would achieve peace,” Trump said.
And Trump’s son, Donald Trump Jr, who is one of the key advisers to his father’s election campaign, criticised Zelenskyy’s words that Trump does not really know how to end the war in Ukraine quickly.
“A foreign leader who has received billions of dollars in funding from American taxpayers comes to our country and has the audacity to attack the Republican presidential candidate? And he does it right after a pro-Ukrainian fanatic tried to kill my father? Shameful!” he wrote on Platform X.
What Zelenskyy’s “victory plan” may include
In an exclusive commentary for , political commentator and analyst at the Ukrainian Institute for the Future Ihor Tyshkevych said that until the document is at least partially made public, it is extremely difficult to guess its exact content.
Most likely, the document refers to an increase in arms supplies to Ukraine and our country’s accession to NATO.
“But NATO invites and accepts by consensus. Poland, Hungary, Slovakia, Greece, Turkey are NATO countries that are against our accession. I think the main theses of this plan are still the topic of weapons and increased aid. Perhaps it refers to the involvement of other states in putting pressure on Russia,” Tyshkevich said.
According to the political observer, there are currently several options for ending the war in Ukraine in the information space.
“These are the so-called Zelenskyy’s 10 points, the Sino-Brazilian-South African proposal, and thoughts about a possible ceasefire without the immediate liberation of the occupied territories. However, as of today, I would not speak of an unqualified approval or the possibility that the new proposals will lead to victory,” the expert stressed.
Igor Tyshkevych stressed that any war ends in negotiations.
“The issue is that Ukraine should enter the negotiation process from a strong position. And by the way, this is the same thing that Russia is trying to do for itself today by storming cities in Donbas. And Ukraine, by controlling part of the Russian territory. This strengthens our negotiating position,” said Igor Tyshkevich.
In his opinion, there is no “magic pill” that would solve all the pressing problems. In addition to the “plan” itself, there are issues related to the transformation of the state inside.
“We are not doing well with recruitment, the economy, energy, and the military-industrial complex. So without resolving these issues, it is difficult to talk about the possibility of a quick victory. Yes, we can increase our potential with the help of our partners. And if we pursue a sensible and rational policy, we will be able to come out with strong negotiating positions this year and achieve our goals soon. But this requires the transformation of the country,” he added.
