Since the beginning of the year, Ukraine has increased the volume of Russian oil transit

In 2024, the volume of Russian oil transit through Ukraine reached a historic low of only 11.36 million tons. This is the lowest figure since at least 2014, and possibly in the entire history of Ukraine’s independence. Compared to 2023, transit is down 16%, Komersant ukrainskyi reports with reference to ExPro.
However, it is worth noting that despite the overall decline for the year, in early 2025, transit not only continues but also shows growth. In the first week of January, the average daily transit amounted to 34.9 thousand tons, which is 14% higher than in December.
The distribution of oil transit among recipient countries in 2024 was as follows:
- Hungary: over 4.7 million tons (at the level of 2023);
- Slovakia: 3.9 million tons (down 15%);
- Czech Republic: 2.7 million tons (down 35%).

For transit services, Ukraine received almost UAH 10 billion or $250 million in 2024, which is slightly more in hryvnia terms but less in dollar terms compared to 2023 (UAH 9.4 billion or $255 million).
Unlike gas transit, which ceased on January 1, 2025, after the expiration of the contract, oil transit continues on the basis of an agreement signed in 2019, which is valid until the end of 2029.
It is worth noting that in September 2024, the customer of the services was changed – instead of Lukoil, it was the Hungarian company MOL Nyrt. which purchases Russian oil at the Belarusian-Ukrainian border.
Recently, on January 7, 2025, a group of MPs registered draft law No. 12380 to ban the transit of oil and gas through the territory of Ukraine during martial law. However, the Prime Minister of Ukraine Denys Shmyhal stated that Ukraine would not stop oil transit, as this would violate the Association Agreement with the EU.
