Starting January 29, internally displaced persons will be able to apply for a subsidy for rent

The Ministry of Social Policy of Ukraine has developed a new instrument of state support for Ukrainians who were forced to leave their homes and move to other regions of the country due to the war – a subsidy for renting housing. This was reported by the Ministry of Social Policy, Komersant ukrainskyi reports.
It is noted that from January 29, internally displaced persons will be able to apply for this subsidy. This will happen by analogy with the appointment of housing subsidies to those families who are most in need of financial assistance.
Who will be eligible for the subsidy
The following internally displaced persons can apply for the subsidy:
– have left the regions occupied by the Russian Federation or combat zones and do not have their own housing in conditionally safe regions of Ukraine, and their housing has been destroyed or is unfit for living;
– want to rent individual housing, but do not have enough money to do so;
– rent housing and spend a significant portion of their income on it.
It is important to note that the rental subsidy will be provided provided that
– the tenant and the landlord are not related by marriage;
– the tenant does not receive government assistance for IDPs;
– the landlord of the premises no longer receives compensation under the Shelter program.
In this case, an IDP family can simultaneously receive both a rental subsidy and a subsidy for housing and utility services.
How to apply for a rental subsidy
You can do this
– offline – at the nearest service center of the Pension Fund of Ukraine or administrative service center;
– online – through the Pension Fund’s electronic services portal or mobile application using an electronic signature, which must be available to both the homeowner and the internally displaced person.
To apply for a subsidy, you will need a lease agreement (in the prescribed form) and an application (also in the prescribed form).
Copies of documents confirming the powers of a legal representative, guardian, custodian, foster parent, or other documents confirming any special circumstances may also be required.
The documents are submitted in person by the homeowner and the internally displaced person. However, if the homeowner lives in another region or abroad, you can use the electronic form of submitting documents through the web portal of electronic services or the mobile application of the Pension Fund using an electronic signature.
In addition, a legal representative may sign the application and the lease agreement on behalf of the homeowner on the basis of a power of attorney.
According to the data of the Information and Computing Center of the Ministry of Social Policy, as of the beginning of January 2025, more than 4 million 622 thousand internally displaced persons were officially registered in Ukraine. Among them, women make up 59.8% and men 40.2%.
