The EU demands changes: Ukraine will be divided into 9 zones

Ukraine is to be divided into 9 statistical macro-regions to work with EU programs. This was written by MP Vitaliy Bezgin on his Facebook page, "Komersant Ukrainian" reports.

This step is part of the adaptation to the European Union standards (NUTS). It is aimed at improving regional governance and more efficient use of European financial instruments.

By the end of the year, Ukraine will provide its European partners with an adjusted proposal for statistical macro-regions. We have reached a constructive interaction with the State Statistics Service on this issue,” Bezgin wrote.


Macro-regions are large territorial units that unite several regions with similar socio-economic characteristics. In the EU’s NUTS (Nomenclature of Territorial Units for Statistics) system, macro-regions correspond to NUTS level 1. Ukraine currently has eight such macro-regions, but plans to expand to nine.

The introduction of macro-regional division has several key goals:

  • Harmonization with the EU. Adaptation to European standards of statistics and regional planning.
  • Effective governance. Improved coordination between regions and central government.
  • Targeted financing. Possibility of more accurate distribution of financial resources, including European funds, based on the needs of specific macro-regions.
  • Support for reconstruction. Ensuring effective planning and implementation of infrastructure and economic recovery projects in the affected regions.

Which regions will be included in the macro-regions

Although the final list of macro-regions has not yet been approved, they may look like this:

  • Macro-region 1: Sumy region, Kharkiv region, Chernihiv region.
  • Macro-region 2: Donetsk region, Luhansk region.
  • Macro-region 3: Dnipropetrovska oblast, Zaporizka oblast.
  • Macroregion 4: Mykolaiv region, Odesa region, Kherson region, Crimea.
  • Macro-region 5: Vinnytsia region, Ternopil region, Khmelnytsky region.
  • Macroregion 6: Kyiv region and the city of Kyiv.
  • Macroregion 7: Zakarpattia region, Ivano-Frankivsk region, Lviv region, Chernivtsi region.
  • Macroregion 8: Volyn region, Rivne region, Zhytomyr region.
  • Macro-region 9: Poltava region, Kirovohrad region, Cherkasy region.

This division is based on the analysis of socio-economic indicators, geographical features and infrastructure links.

Vitaliy Bezghin emphasizes that this division does not negate the work of the Ministry of Communities and Territories Development of Ukraine and experts on security macro-regions as the basis of state regional policy.

In addition, there will be no councils or administrations at the macro-regional level. Regional councils and administrations will not lose their powers.

We are considering the possibility of establishing project offices at this level to work with European programs. This can be either a replacement or a reform of regional development agencies,” Bezghin said.

It should be noted that by the end of 2025, Ukraine plans to:

  • Adopt legislation regulating the new division into macro-regions.
  • Develop and implement a methodology for collecting and analyzing statistical data in accordance with the new division.
  • Prepare regional development strategies for each macro-region, taking into account their unique needs and potential.
