There is a reason for discussion: The National Bank wants to update the rules for using QR codes

The National Bank of Ukraine proposes to modernize the Rules for the formation and use of QR codes for credit transfers and to set them out in a new version. This was reported by the NBU, according to Komersant ukrainskyi.
The relevant rules are contained in the draft resolution proposed by the National Bank for public discussion.
What exactly does the regulator propose
It is planned to update the general requirements for the formation, transmission, and processing of the data structure and graphic image of the QR code for credit and instant credit transfers in terms of
– requirements for the functions of payment applications for generating and processing QR codes;
– requirements for the function of payment applications for transferring a QR code between payment applications;
– placement of a QR code scanner on the first (main) page of the payment application;
– qR code branding.
It is also planned to update the data elements of the QR code structure and QR code examples in terms of:
– defining fields previously reserved for further use;
– expanding the QR code data structure by adding new fields.
The proposals also include the introduction of a new version of the 003 QR code format. This will allow the recipient to indicate, in particular, what type of transfer he or she needs according to his or her needs: “credit transfer”, “instant credit transfer”, “instant credit transfer or credit transfer”, as well as to prohibit editing certain payment instruction details.
What is the NBU’s expectation?
The implementation of the Draft Law should help to
– increasing convenience for payment transactions entities when making payments using credit transfers and instant credit transfers;
– unification and improvement of methods of transferring, receiving and processing payment transaction details;
– creating a unified customer experience for payment service users when making transfers;
– popularization of payment transactions in credit transfers by automating, simplifying, and unifying the methods of entering, transmitting, accepting, and processing payment transaction details.

Comments and suggestions to the draft Resolution are accepted in accordance with the form for submitting comments and suggestions until May 30, 2025 inclusive.
As a reminder, the NBU has also today proposed for discussion a draft Regulation on the Procedure for Insurance of Liability of Non-Financial Payment Service Providers to Users and Providers of Account Services. Comments and suggestions on this draft are accepted until May 21, 2025.
Earlier, the NBU initiated a discussion of the Regulation on Open Banking in Ukraine. Comments and suggestions on the draft Regulation are accepted until May 14, 2025.
