How to register a car in Ukraine after a Russian cyberattack on state registries

Due to a Russian cyberattack on Ukraine’s state registers, it is currently possible to register a car only when buying it from a showroom or from abroad. This was reported by Ukrainian News with reference to the Main Service Center of the Ministry of Internal Affairs, Komersant ukrainskyi reports.
“Only car registration from the showroom or the first registration from abroad is possible,” the employees of the MIA’s Main Service Center explained in a comment to the media.
The service center also added that it is impossible to officially conclude a sale and purchase agreement now because the registers of debtors and encumbrances on movable property are not working.
How to register a car in Ukraine
Car dealerships have the right to enter into car sale and purchase agreements and certify them on their own.
To register a purchased vehicle, you must apply to any service center of the Ministry of Internal Affairs (regardless of the place of registration of the new or old car owner) with an application and documents proving the applicant’s identity, as well as documents confirming the legitimacy of the vehicle.
To register a car, you need to pay:
- car registration:
- made in the CIS countries – UAH 152.63
- foreign cars – UAH 190.15;
- the cost of license plates – UAH 135;
- the cost of a car registration certificate form – UAH 114;
- personal income tax – from 3 to 5% of the amount of the car.
You will also have to pay UAH 25,000 per year if your new car falls into the luxury category, i.e:
- no more than 5 years have passed since its release
- the average market value of the car is more than 750 times the minimum wage.
What documents are issued after registration?
For vehicles registered with the authorized bodies of the Ministry of Internal Affairs, the following documents are issued
- a certificate of registration;
- two license plates for motor vehicles;
- one license plate for motor vehicles, mopeds, trailers and semi-trailers;
- permits to install special light and (or) sound signaling devices on vehicles.
