How to book an employee through Diia: new rules and detailed instructions

On December 1, the government restored the online employee booking function through the Diia portal. From now on, businesses can quickly and conveniently book not only existing but also new employees. The Ministry of Digital Transformation has published an updated list of booking criteria, Komersant ukrainskyi reports

Following the completion of an audit to determine which enterprises, institutions, and organizations are critical, the government is restoring the ability to book employees online on the Diia portal.

“All applications will be processed through Diia, which will eliminate bureaucratic delays and the human factor. No more paper booking orders. This will ensure transparency, speed and fairness of the process,” the statement said.

Main changes:

  • Booking only through Diia: from now on, all applications will be submitted online.
  • Paper orders have been replaced by an electronic system.

Criteria for business:

  • the average salary at a private enterprise must be at least UAH 20,000;
  • No tax and unified social contribution arrears.

“If a company wants to book a new or existing employee starting from December 1, the manager must declare that the employee’s accrued salary before all taxes will be at least UAH 20,000 when submitting the list for booking on the Diia portal. This will allow businesses to book newly hired employees immediately if they meet the salary requirements,” the Ministry of Digital Transformation said.

The status of a critical enterprise is confirmed until February 28, 2025.

Who is eligible for booking:

Companies that fall into one of the following categories can reserve employees for military service:

  • State authorities or local governments – to ensure the functioning of public administration.
  • Companies with state contracts in the defense sector, for example, for the supply of equipment or other resources.
  • Critically important enterprises for the economy or the livelihoods of the population – this may include energy, utilities, food industry, etc.

How to obtain the status of a critical enterprise?

You must meet 3 criteria:

Mandatory criteria for business:

  • The average salary at the enterprise is at least UAH 20 thousand.
  • Absence of tax arrears and unified social contribution.

Additional criteria, you need to choose at least one:

  • Payment of taxes and duties in excess of EUR 1.5 million per year (equivalent in UAH at the NBU exchange rate).
  • Foreign exchange earnings of more than EUR 32 million per year, excluding loans and credits.
  • Strategic importance for the state (defined in the list of strategic objects).
  • Important for a particular sector of the economy or the needs of the local community.
  • The average salary level is not lower than the regional average for the fourth quarter of 2021 for utilities.
  • Diia.City resident status.

How to book an employee through Diia?

  1. Log in to the citizen’s account on the Diia portal (authorization via electronic signature).
  2. Select the Submit an application option.
  3. Enter the employee’s data for booking.
  4. Confirm the salary of the employee you are booking.
  5. Check the application and sign it (the signature must be put by the head of the company or the signatory).
  6. Wait for the result:

The application is processed within three days.

You will receive a notification by e-mail and in your personal account, and a successful booking will be displayed in the Employee Reserve.

Important: It is forbidden to book employees without military registration documents, those who are wanted, and those who have not updated their data. The reservation may be denied after verification.

Who can be booked:

The categories of employees subject to booking under the new procedure and the scope of booking depending on the authorities or enterprises (institutions and organizations) are defined in paragraphs 5-13 of Resolution 1332.

Persons liable for military service who are subject to reservation are employed in the following positions or in the following areas:

Positions of category “A”:

  • Heads of regional and district administrations (including military administrations).
  • Mayors, heads of regional, district, village and settlement councils.

Critically important enterprises:

  • Beneficial owners who are not employees.
  • Members of the supervisory boards of strategic enterprises (assets over UAH 200 million) and economically important companies (assets over UAH 2 billion or revenue over UAH 1.5 billion per year).

International and sports spheres:

  • Employees of UN agencies, international organizations, and Ukrainian missions with official status.
  • Members of national teams in Olympic and non-Olympic sports.

Fuel and energy sector:

  • Employees and contractors involved in the uninterrupted operation of the power system and gas transportation system.

Technical specialists:

  • Employees of emergency response teams of mobile and Internet operators.

Specialists in the field of prosthetic and orthopedic production.

For other categories of employees, 50% of persons liable for military service are reserved:

Public authorities and local self-government:

Positions of categories “B” and “C”.

  • Employees of other state bodies (police, NABU, SBI, prosecutors, SES, BES).

Critically important enterprises:

  • Employees who perform key functions.

International projects and humanitarian activities:

  • Implementers of international technical assistance projects.
  • Employees of the Red Cross and other Ukrainian humanitarian organizations.

Foreign companies and media:

  • Positions in representative offices of international companies (for media: up to 15 people – 100%, more than 15 – 50%).

The Ministry of Defense may decide to increase the number of employees subject to reservation if it is necessary to ensure the functioning of important areas.
