Used cars will be sold in Ukraine in a new way

MPs have simplified the operating environment for official used car dealerships. This is reported by Komersant ukrainskyi with reference to the Telegram channel of Ukrainian MP Nina Yuzhanina.

We are talking about draft law No. 9083.

This draft law cancels the mandatory valuation of a car that was purchased from the previous owner, an individual, upon its subsequent sale (under the trade-in system) – the value of such a car (for VAT purposes) can also be determined using the database on the website of the Ministry of Economy.

The draft act also exempts sellers of used cars and their parts from the obligation to

  • to re-register used vehicles. However, there is one condition to be met: such a car must be sold by the car dealership to a new owner within 10 days. In this case, the car dealership must be registered with the Ministry of Internal Affairs.
  • to submit documents to the service centers of the Ministry of Internal Affairs with a stamp of the relevant district (city) TCC and JV.

These changes were voted for by 270 MPs.

It is worth noting that Danylo Hetmantsev, who is one of the authors of draft law No. 9083, noted that excessive and inefficient bureaucratic procedures are an obstacle to the operation of the white market. The requirement to register a car with an intermediary with a bunch of unnecessary certificates is exactly such an archaism.

“The abolition of the ridiculous state registration of used cars by a trading organization for itself, even if it buys them as goods for further resale, will be the key to bringing the market out of the shadows, expanding the activities of white car traders and eliminating schemes that cause the budget to lose taxes,” the politician wrote on his Telegram channel.
