1348 expert medical teams have already been created to replace the MSEC
17 December 14:07Orders of the heads of military administrations, in agreement with the Ministry of Health, have determined the list of hospitals where expert teams will work to assess the daily functioning of a person. This was reported by the Ministry of Health, Komersant ukrainskyi informs.
As of now, the list of hospitals where expert medical teams will work includes 286 healthcare facilities. They meet modern standards of quality of medical services and cover all regions of the country. It is at these hospitals that expert teams will work to conduct professional assessments of daily functioning and determine disability.
How the institutions and doctors were selected to replace the MSEC
The Ministry of Health explained that the institutions were selected, in particular, by the criterion of proximity, so as to be as close as possible to people in all regions. The selection process included a checklist for the provision of facilities, calculation of the need for expert teams depending on the number of MSEC cases in the queue, requirements for the formation of expert teams, and templates for the formation of teams.
Most hospitals have already decided on the first list of doctors who will conduct the assessment. Currently, it is more than 4300 doctors who will work in expert teams. For comparison, almost 1300 of them worked at the MSEC.
How the work of the expert teams will be organized
In total, 1348 expert teams have been created. Most of them are in the areas of general surgery, general, surgical and traumatology. Other team profiles include cardiology, ophthalmology, oncology, tuberculosis, hematology, and psychiatry. This way, specialists with the appropriate qualifications will be able to assess a person’s daily functioning.
Lists of doctors and contact e-mails are posted on their websites. The Ministry of Health also has a dashboard with the teams of the institutions on its website. In the future, the list of doctors, institutions and their indicators will be updated to ensure transparency and accessibility of information.
Expert teams will work in the new electronic system. It will be accessible to all doctors who will create an electronic referral for the assessment of daily functioning for their patients. This week, the system has already been tested with pilot facilities so that it will be available in all hospitals on January 1.
“The electronic system we are creating will help get rid of unnecessary paperwork and guarantee transparency and accountability in decision-making by expert teams. It will record every action and every document so that no one can change a diagnosis or decision retroactively. Over the next year, we will expand the system’s capabilities and integrate it with the Electronic Healthcare System to make the work of doctors even easier,” said Maria Karchevych, Deputy Minister of Health for Digital Development.
The Ministry of Health has also approved the Regulation on the Center for Assessment of the Functional Status of a Person (Order of the Ministry of Health No. 195 of 5.12.2024), which will provide expert support and review of the validity of decisions, as well as appeal of decisions by patients. The head of the center has approved the list of doctors who will participate in its work.
At what stage is the transfer of cases from the MSEC to the new structures?
In December, the cases that were to be considered in 2025 or at the end of this year are transferred from the MSEC to the institutions with expert teams. The institutions have to divide the cases by profile (general, cardiovascular, surgical, trauma, oncology, hematology, ophthalmology, psychiatry, phthisiopulmonology) and start entering information about these cases into the electronic system to ensure a full assessment from January 1, 2025.
As the Ministry of Health reminded, the reform replaces the outdated MSEC system with a transparent, human-centered model. Decisions will be made taking into account the individual needs of each person, as well as transparently and fairly due to the digitalization of processes.
The Ministry of Health also emphasized that an Interactive Map is already available on the Ministry of Health website to help patients choose the most convenient facility to undergo an assessment.
