For the first time, the state has ordered 22 developments for scientists. What they will work on

The government has approved a list of 22 experimental scientific and technical developments to meet priority state needs. This was reported by the Ministry of Education and Science, Komersant ukrainskyi reports.
In addition to the list of 22 developments, the government approved the total amount of funding of UAH 186 million 794 thousand, of which UAH 119 million 871 thousand is planned for 2025 and UAH 66 million 923 thousand for 2026.
Commenting on this government decision, Minister of Digital Transformation Mykhailo Fedorov emphasized that this is an example of changing approaches to science, as previously scientists chose what to work on.
Last year, according to Mr. Fedorov, various ministries, including the Ministry of Digital Transformation, formed terms of reference for scientific research.
“This is a new level of integration of science into the real sector of the economy, when developments are not only articles and theories, but also specific technologies for defense, medicine, ecology, and industry,” the minister emphasized.
What will scientists work on?
The focus of scientific research will be on
– strengthening national security (11 developments);
– development of energy and, in particular, technologies for hydrogen fuel production (1 development);
– agricultural production, namely, overcoming the consequences of hostilities on agricultural land (1 development);
– development of medical technologies: new methods of treatment and diagnosis of cancer, development of rehabilitation medicine based on AI (3 developments);
– overcoming the consequences of an environmental disaster – the destruction of the Kakhovka HPP and the destruction of the Kakhovka Reservoir (1 development);
– digitalization and artificial intelligence: analysis of large amounts of data, management of information processes and decision-making on the development of administrative, technological, production and educational processes (5 developments).
As the Minister of Digital Transformation emphasized, scientists will have two years to develop solutions in specific areas, and a prerequisite is that the developments are ready for practical use to strengthen defense and develop the economy.

How is science funded by the Ukrainian state today?
In 2025, the state budget allocates UAH 194.3 billion to finance education and science. Thus, over the past two years, the budget for education and science has increased by 35% – from UAH 143.4 billion to UAH 194.3 billion.
Separately, funding for science is to increase sevenfold in 2025, to UAH 14.5 billion. In 2024, UAH 2.2 billion was allocated for this purpose. This year’s key priorities for funding include developments in energy, defense technologies, food security and information systems.
uAH 12.5 billion was allocated to support priority research.
uAH 738 million will be allocated for grant support of research by the National Research Foundation.
uAH 544 million will be spent on modernizing the research infrastructure in 2025.
Also, next year, UAH 540 million of subventions will be allocated for training and practical centers in vocational education institutions, as well as laboratories and workshops in vocational colleges.
