The carrier licensing procedure, updated in June 2024, requires drivers engaged in international transport of goods or passengers to undergo specialised training. This means obtaining the so-called “Code 95”, which confirms the driver’s professional competence. This was reported by Komersant ukrainskyi with reference to the Ministry of Community and Territorial Development.
It is noted that there are currently 13,000 drivers in Ukraine who have successfully confirmed their qualifications and have the relevant documents. The relevant information is included in the electronic register of drivers.
“A driver’s qualification card is an official confirmation that a driver has the necessary qualifications to carry out freight transport weighing more than 3.5 tonnes for categories C, D and E. The driver receives this certificate after successfully completing special courses. The certificate is issued in the form of a plastic card and is valid for 5 years,” the statement said.
The agency emphasises that the availability of a qualification card for Ukrainian drivers allows not only to bring the licensing of carriers in line with EU standards, but also to certify the availability of relevant skills and knowledge of drivers, promotes traffic safety and avoids unnecessary difficulties during loading, unloading and transportation.
What is Code 95?
In the European Union, an additional certificate for drivers of large vehicles, known as Code 95, has been adopted. The document is required to confirm the driver’s sufficient qualifications required for long-distance transport of passengers and goods.
Road services in the EU countries closely monitor the safety of long-haul transport operation by drivers with licences of categories C, D and E, as well as the availability of certificates of medical examination.
How to obtain the “Code 95”
According to the licensing regulations, all drivers will be required to have a driver’s qualification card from August 2025.
It can be obtained at specialised courses. Today, there are 21 certified training centres in Ukraine. In total, these centres have 24 training classes that provide such training in Kyiv, Lviv, Odesa, Dnipro, Kharkiv, Vinnytsia, Rivne, Zakarpattia, Chernihiv, and Chernivtsi regions.

The training lasts one week for experienced drivers and 4 to 8 weeks for those drivers who received their driving licence after 2021. The main part of the course is usually held online.
