Online deferral in “Reserve”: how many Ukrainians used the service
11 November 21:01The mobile application “Reserve” has already provided 100 thousand Ukrainians with a deferral from mobilization. This was reported by Komersant ukrainskyi with reference to the Ministry of Defense of Ukraine.
Currently, updates and deferments are available for students, postgraduates and doctoral students. The first version of the service is also available for people with disabilities with a valid pension certificate.
“People who had legal grounds for a deferral can finally get it in less than three months. Automation removes the human factor and possible manipulations, promotes speed and transparency. And most importantly, it reduces corruption risks,” said Deputy Minister of Defense for Digitalization Kateryna Chernogorenko.
According to her, most of the deferrals issued in the app are renewed old ones.

What is known about the online deferment in “Reserve”
The service was launched by the Ministry of Defense in cooperation with the Ministry of Education and Science, the Ministry of Social Policy, the Ministry of Justice, the Pension Fund with the support of the European Union under the DT4UA project implemented by the Academy of Electronic Governance (Estonia) and the Better Regulation Delivery Office (BRDO).
According to Kateryna Chernogorenko, Deputy Minister of Defense for Digitalization, Ukrainians now have the opportunity to avoid standing in lines and collecting papers to extend the deferral every three months. And additional workloads were removed from the employees of the TCC.
“The most important thing is that by launching online deferments, we continue to add to the ecosystem of products for people liable for military service that help them solve their issues not in lines, but with a few minutes and a smartphone,” Chernogorenko explained.
For whom the online deferral service is available
- people with disabilities who have a valid disability pension certificate;
- students, postgraduates, and doctoral students who receive their education in a sequential order. For example, after obtaining a bachelor’s degree, they get a master’s degree. Or, after a master’s degree, they go on to graduate school.
People with disabilities will receive a deferral for a year or until the end of their pension certificate. Students, postgraduates and doctoral students will receive a deferral until the end of martial law and mobilization.
The next to be launched will be deferrals for parents with many children, who have three or more minor children in one marriage. They are currently in beta testing.
How to use the service in “Reserve”
You need to log in to Reserve and send a request. The system will check whether the person is eligible for a deferral. If so, this status will be reflected in the electronic military document.
