Verkhovna Rada may increase liability of TCC officials for abuse of authority

On the eve of the joint meeting of the Committee on national security, defense and intelligence and the Committee on law enforcement of the Parliament, during which the issue of ensuring the rights and freedoms of citizens during mobilization activities was considered. This is reported on the website of the Verkhovna Rada, informs Komersant ukrainskyi.
The participants of the meeting – MPs, representatives of the Ministry of Defense, the AFU, the Office of the Prosecutor General, the National Police, the GBI, the SBU, the secretariat of the Verkhovna Rada Commissioner for Human Rights – spoke out about the violation of the rights of citizens during the implementation of mobilization activities, violation of the right to professional legal assistance, restriction of freedom of movement of citizens, as well as the movement of vehicles.
The subject of discussion was also the facts of corruption, which allows individual citizens to avoid mobilization, and coordination of the work of regional military administrations, military authorities of all levels, territorial bodies of the National Police.
Committee Chairmen Sergei Ionushas and Alexander Zavitnevich focused on the need for strict compliance with the order of mobilization activities, as well as the observance of citizens’ rights in the implementation of notification of mobilization activities, delivery of summonses, document verification, medical examination, registration of conscription and sending conscripted citizens to the places of military service.
What was decided as a result of the discussion
It was decided to consider the issue of initiating amendments to the legislation in terms of bringing the officials of the territorial centers of manning and social support to responsibility for abuse of authority. Also from the committees sent an appeal to the Minister of Defense, the Minister of Internal Affairs, the Office of the Prosecutor General, the National Police, the GBI and heads of regional military administrations regarding the situation with respect for human rights during the detention of a person and his delivery to the TSC.
Deputy Chairman of the Verkhovna Rada Committee on Law Enforcement Andriy Osadchuk, commenting in an interview with Suspilnyy on the proposal of the AFU General Staff to develop a law on the responsibility of employees of the TCC and the VVK for violation of the procedure for mobilization of persons liable for military service, confirmed that the General Staff had received such proposals to the committee.
“I personally am not a supporter of the expansion of punitive measures as a tool to improve the work of any institution, but in this particular case, it may make sense to introduce such additional tools,” the deputy emphasized.
According to him, the committee agreed that it makes sense to delve into these proposals and finalize them so that it gets the form of a bill.
