“Big Construction”: how many roads were actually built in Ukraine last year

In 2024, construction and repair of highways in Ukraine continued apace. At the request of Komersant ukrainskyi, the Ministry of Communities and Territories Development of Ukraine and regional administrations summarized the results of the past year and outlined plans for 2025. How many roads were built and repaired in 2024 and how much money is planned to be spent this year is in the article.
In 2024, billions of hryvnias were allocated for the repair of local public roads. For example, in Lviv region, UAH 450.6 million was spent on road repairs and maintenance, and in Chernihiv region, more than UAH 178 million. Most of the funds were allocated from the state budget and local budgets in the form of subventions.
Chernihiv region
In this region, a 3 km section of the Pryluky – Serhiivka – Biloshapky – Lynovytsia road was overhauled, with over UAH 44 million spent. In Lviv region, works were carried out on projects that were launched in previous years, as well as operational maintenance of roads.
Zakarpattia region
In 2024, the regional budget allocated UAH 85.4 million to support local roads. Of this amount, UAH 82 million was allocated for emergency and restoration work, and UAH 3.4 million for major repairs of the Irshava – Ilnytsia – Bilky – Velykyi Rakovets – Vilkhivka road. In addition, territorial communities financed road maintenance in the amount of UAH 72.6 million. For 2025, UAH 60 million from the regional budget and UAH 6.1 million of the road fund balances are envisaged to support local roads.
Ternopil region
In 2024, UAH 81.8 million of state subvention was spent on capital and current repairs of public roads of local importance. However, in 2025, such a subvention is not provided for by the Law of Ukraine “On the State Budget of Ukraine”. Thus, no new road construction is currently planned in Ternopil region.
Khmelnytsky region
Last year, no construction or major repairs of public roads of local importance were carried out in the region. The total cost of road maintenance amounted to UAH 60.1 million. In 2025, no subvention from the state budget is foreseen either, but funding of UAH 10 million is planned from the regional budget, of which UAH 9.6 million will be spent on winter road maintenance.
Thus, in 2025, the financing of road works in Ukraine will largely depend on local budgets, as there is no state subvention for public roads of local importance.
Zhytomyr region
In 2024, no new roads were built in Zhytomyr region. At the same time, in 2024, the overhaul and operational maintenance of local roads were carried out at the expense of the remaining subvention funds of the previous years. The total amount of cash expenditures for these purposes amounted to UAH 294.626 million. In 2025, UAH 60.818 million is envisaged for the operational maintenance and overhaul of public roads in Zhytomyr region.
Poltava region
The State Enterprise “Agency of Local Roads of Poltava Region” reports that no new roads were built in 2024. Expenditures for road repairs and maintenance were made at the expense of the balance of funds from previous years.
Kirovohrad region
The Law of Ukraine “On the State Budget of Ukraine for 2024” did not provide for a subvention for the financial support of construction, reconstruction, repair and maintenance of local roads. In 2024, the works were financed at the expense of the balance of subvention funds from the state budget, which was formed as of January 1, 2024. Works were completed on 6 major repairs started in 2023, totaling UAH 78.290 million.
Sumy region
The Executive Committee of the Dubovyazivka Village Council reported that in 2024, UAH 5.05 million was spent on the repair and maintenance of local roads, and UAH 3.93 million is planned for 2025. The Sumy Regional Military Administration noted that in 2024, the Romny-Talalaivka road was overhauled with a length of 3.17 km for a total of UAH 56.5 million. In addition, UAH 282.4 million was spent on the maintenance of local roads, of which a significant portion came from the state budget.
Zhovtneva community. In 2024, a part of the road T-19-08 Lipova Dolyna – Zhovtneve – Serhiivka was repaired here. UAH 5 million was allocated from the local budget. In 2025, it is planned to overhaul another section of the road, including the renewal of the pavement in the amount of UAH 36.5 million.
Donetsk region
The Department accounts for public roads of local importance in the region. In 2024, no road construction works were carried out. In 2024, a little over UAH 657,196 thousand was used for the repair and maintenance of roads and artificial structures located on them, as well as one communal property object (bridge) in Donetsk region. In 2025, the order of the Head of the Regional State Administration “On the Regional Budget for 2025” provides for the financing of road maintenance at the expense of the regional budget in the amount of over UAH 190,520 thousand.
The Road Department of Vinnytsia Regional StateAdministration reported that no repairs of national roads were carried out in 2024, and plans for 2025 have not yet been finalized. In 2024, no funding was allocated from the state budget for local roads, and repairs were carried out at the expense of the remaining subventions from previous years. The Vinnytsia Regional State Administration also confirmed that no roads were built in 2024. The remaining funds from the 2023 state budget were spent on repairs in 2024.
The Rivne Regional Military Administration also responded to an information request regarding road repairs in the region. According to the administration, no new public roads of local importance were built in 2024. At the same time, the remaining subventions from the state budget of 2023 were used for repairs, in particular
- uAH 8.52 million – for the reconstruction of one facility, which was put into operation;
- uAH 15.24 million – for major repairs, including municipal streets and roads;
- uAH 3.67 million – for the operational maintenance of local roads and artificial structures.
In addition, local budgets were used for UAH 4.05 million for capital repairs and UAH 8.98 million for operational maintenance.
In total, more than UAH 15 million was allocated for the repair of local public roads in 2024. These funds were used to complete the reconstruction of one facility and overhaul municipal streets and roads.
Plans for 2025
Due to the lack of funding for the maintenance of local roads, repairs in 2025 will be carried out only within the balance of subventions from the state budget of previous years in the amount of UAH 12.22 million. In addition, it is possible to attract local budget funds to maintain roads in a safe condition.
Sumy region also did not receive funding for road works in 2025. In particular, the Shalyhyne village council reported that due to the armed aggression of the Russian Federation, it was impossible to carry out repairs. The situation is similar in Seredyna-Buda City Council, where only UAH 400 thousand from the local budget is allocated for road maintenance and development in 2025.
In Zaporizhzhia region, due to the temporary occupation of 77% of the roads, no construction or overhaul work was carried out. At the same time, in 2024, UAH 238.8 million was allocated for the repair of public roads of national importance. In 2025, the company plans to carry out routine repairs and maintenance of the main logistics routes, in particular in Zaporizhzhia, on the H-15, P-85, T-04-08 and other highways. The total need to finance repairs in 2025 is estimated at UAH 396.6 million.
In particular, in Rivne region, plans for 2025 envisage continuation of road maintenance works at the expense of the remaining funds of the subvention from the state budget. At the same time, funding for the construction of new roads in 2025 is not envisaged in Ukraine, which complicates the possibility of significant improvement of road infrastructure.
In Ivano-Frankivsk region, according to the State Enterprise “Roads of Prykarpattia”, repairs on local roads in 2024 were financed from local budgets, and in 2025 it is planned to continue current repairs if funding is available from budgets of different levels. In 2025, the overall trend in Ukraine is expected to decrease the volume of road works, as a significant part of the funds will be allocated for defense needs. At the same time, local governments will continue to finance only the operational maintenance and current repairs of existing roads.
This data demonstrates the importance of maintaining road infrastructure in an emergency situation and with limited funding, which is an important component of ensuring safety and travel in Ukraine.
Thus, Ukraine’s road infrastructure continues to operate under conditions of limited funding and a difficult security situation, which affects the implementation of repair and construction projects.
In turn, the Agency for Reconstruction summarized that in 2024, 69.3 km of public roads of national importance were repaired, and 40 artificial structures were reconstructed. The largest volume of repair and construction works was carried out in Mykolaiv region – 7,234.2 linear meters. In 2025, UAH 3,194.3 million is allocated for the development and maintenance of roads of national importance, and UAH 12,600 million is provided under the budget program 3111020 for the repair and maintenance of public roads of national importance.
What are your plans for 2025?
Despite the difficult economic situation, road construction and repair works will continue in 2025. We have already identified funding from the state and local budgets. For example, in Chernihiv region, the balance of funds from previous years is UAH 22.2 million, which will be used for capital and current repairs.
However, it is worth noting that the Law of Ukraine “On the State Budget of Ukraine for 2025” does not provide for new subventions from the state budget for the repair of local roads, which may affect the scope of planned works.
Is there a tendency to increase funding?
Funding for the road sector depends on macroeconomic factors and government policy. In 2024, the amount of funds for roads depended heavily on the balances of subventions from previous years. The absence of new subventions in 2025 may lead to a reduction in the scale of repair work.
At the same time, local governments and regional military administrations are considering the possibility of attracting additional funding, in particular through international projects and partnership programs.
2024 was a year of active road construction in Ukraine, despite the difficult conditions. In 2025, work will continue, but its scale will depend on available funding. The government promises to use available resources efficiently to maintain the road infrastructure in good condition.
