HACC takes Roman Nasirov into custody

The High Anti-Corruption Court has taken former head of the State Fiscal Service of Ukraine Roman Nasirov into custody and increased his bail from UAH 27 million to UAH 40 million.
This was reported by the Anti-Corruption Action Center, "Komersant Ukrainian" reports.
The panel of judges – Ihor Strohyi, Lesia Fedorak and Viktor Nogachevskyi – partially granted the request of the SAPO prosecutor to apply a preventive measure in the form of detention with an alternative of bail in the amount of UAH 75 million, according to a message on the telegram channel.
This motion was the result of Nasirov’s mobilization. Consideration of this motion lasted for the last two court sessions, the court heard the arguments of the prosecutor, who noted that Nasirov’s desire to mobilize was only due to the expiration of the term of criminal prosecution, which expires in less than a year.
In turn, Nasirov and his defense lawyers objected to the motion and argued that the motives for voluntary mobilization were “a debt to the state and a duty.”
In addition, the court questioned witnesses who confirmed that Nasirov himself had taken the initiative to find a military unit and that he had been transferred from a combat position to a non-combat position with the relevant conclusion of the military qualification commission. At the same time, they noted that Nasirov did not inform them of the need for him to appear in court while on duty, the AntAC reports.
What Nasirov is accused of
The AntAC reminds that Nasirov is accused of allegedly allowing the companies of fugitive MP Oleksandr Onyshchenko not to pay rent to the state for the use of subsoil in 2015-2016. As a result, the state suffered losses of more than UAH 2 billion.
on April 11, the SAPO prosecutor filed a motion with the court to change Nasirov’s preventive measure to custody with the possibility of bail of UAH 75 million.
Nasirov is accused of committing a crime under Part 2 of Article 364 of the Criminal Code of Ukraine (abuse of office that caused grave consequences). During 2015-2016, acting in the interests of the People’s Deputy of Ukraine of the VIII convocation, he personally made a number of unjustified and illegal decisions on installment of tax debt and obligations of Firm Khas LLC, Karpatnadrainvest LLC, and Nadra Geocenter LLC.
on April 9, 2025, the accused did not appear in court, his defense counsel filed a motion to suspend the proceedings in connection with the mobilization of the client, the SAPO said.
