On 28 August, the High Anti-Corruption Court imposed a bail of more than UAH 30 million on the head of the Antimonopoly Committee, Pavlo Kyrylenko. This was reported by Komersant ukrainskyi with reference to the SAPO press service.
The court dismissed the request of NABU detectives, agreed by the SAPO prosecutor, for detention and imposed a preventive measure in the form of bail in the amount of UAH 30.280 million on the high-ranking official with the imposition of relevant procedural obligations.
Kyrylenko was also imposed obligations for 2 months:
- to appear at the request of the prosecutor and the court;
- report any change of place of residence;
- wear an electronic bracelet;
- hand over his passport;
- not to leave Kyiv;
- refrain from communicating with witnesses.
The prosecutor does not agree with the court’s decision and will appeal it to the HACC Appeals Chamber.
According to the Anti-Corruption Action Centre, the judge who considered the measure of restraint said that the materials did not contain evidence that Kyrylenko could post bail of UAH 131 million, as requested by the prosecutor.
“In his opinion, detention is a last resort, ‘looking at him, his behaviour, I’m not sure he can pay the money, sorry, it’s not the 37th year and not a meeting of the NKVD’. No comment here. We would like to add that Voronko considered the prosecutor’s motion for almost 2 weeks. Although by law, he had to do it within 72 hours,” the AntAC said.
What Pavel Kirilenko is accused of
Kyrylenko was served with a notice of suspicion on 14 August. He is accused of illicit enrichment of UAH 56.2 million and declaring false information.
According to the investigation, in 2020-2023 , the suspect, while holding the position of head of the regional state administration, acquired 21 properties and a luxury car, registering the property in the names of his wife’s relatives.
These are:
- 7 apartments in Kyiv and Uzhhorod with a total area of 688.5 sq. m;
- a house near Kyiv with an area of more than 220 sq. m;
- 2 garage boxes;
- 6 car parking spaces;
- 3 non-residential premises with a total area of over 190 sq m;
- a BMW X3 car.
At the same time, the difference between the value of this property and the available funds (income, savings) of the official and his wife was UAH 56.2 million.
In addition, the suspect did not indicate the acquired property in the declarations of a person authorised to perform state functions for 2020, 2021, 2022 and 2023.
The investigation was launched by detectives and prosecutors after a journalistic investigation by Radio Liberty was published.
In March of this year , Skhemy reported that Pavlo Kyrylenko, the head of the Antimonopoly Committee of Ukraine, who previously headed the regional military administration of Donetsk Oblast, and his family had purchased real estate worth UAH 70 million.
A few days later, the SAPO and NABU began to investigate how the official had acquired these assets.
Pavlo Kyrylenko was appointed by the Verkhovna Rada as the head of the Antimonopoly Committee of Ukraine (AMCU) in September last year.
What is known about Pavlo Kyrylenko
Since 5 July 2019, Kyrylenko has been the head of Donetsk Regional State Administration (RSA). Since 22 September 2017, he has worked as a military prosecutor of the Uzhhorod garrison in the Western region of Ukraine.
He has been working in the Prosecutor’s Office of Ukraine since July 2008.
During 11 years of service, he consistently held the following positions: assistant prosecutor, department prosecutor, deputy prosecutor, prosecutor of the Prosecutor General’s Office of Ukraine, and head of the Investigation Department.
