Ukrainian taxpayers now have incentives to comply with tax legislation
24 October 14:19Pursuant to the Law of Ukraine “On Amendments to the Tax Code of Ukraine on Peculiarities of Tax Administration during Martial Law for Taxpayers with a High Level of Voluntary Compliance with Tax Legislation”, the Ministry of Finance has approved the Procedure for the Formation and Publication of the List of Taxpayers with a High Level of Voluntary Compliance with Tax Legislation, Komersant ukrainskyi reports.
According to the Ministry of Finance, the list of taxpayers with a high level of compliance will include legal entities and individual entrepreneurs, residents of Diia.City, who meet a number of requirements and criteria, taking into account the taxation system (in particular, requirements for the level of tax payment, level of payroll, etc.)
Inclusion in such a list should be an incentive for all taxpayers to comply with the tax legislation, as such taxpayers will receive certain advantages in tax administration during martial law.
What benefits will bona fide taxpayers receive?
Those who comply with tax legislation are promised
– a moratorium on documentary audits, except for certain types;
– reduction of the timeframe for desk and documentary audits for the purpose of budgetary reimbursement;
– shorter terms for providing individual tax consultations;
– the taxpayer is assigned a compliance manager with whom the taxpayer will be able to interact, in particular, using remote communication means, including video conferencing.
The list of taxpayers will be published on the official website of the State Tax Service of Ukraine on the 15th business day after its approval. The STS will compile and approve the List of Taxpayers no later than the last business day of March, May, August and November. If a taxpayer submits a notice of refusal to disclose data, the STS may not publish information about it in the list.
The taxpayer will be excluded from the list if the supervisory authority finds that the taxpayer or its shareholders have Russian citizenship, the taxpayer’s ultimate beneficial owners are persons domiciled in Russia, decisions on the application of special economic sanctions, etc.
Not only the government encourages conscientious taxpayers
The day before, the Association of Taxpayers of Ukraine, headed by Grigol Katamadze, held a meeting and awarded the winners of the all-Ukrainian rating “Conscientious Taxpayers”. This is a recognition of those companies and entrepreneurs who, despite all the challenges, continue to contribute to the development of the country.
Olena Shulyak, Chair of the Parliamentary Committee on the Organisation of State Power, Local Self-Government, Regional Development and Urban Planning, who took part in the meeting, told Telegraph.
She believes that our business today is made up of super-patriotic entrepreneurs who understand the complexity of the situation, restore destroyed businesses, relocate and continue to work for the benefit of the country. They pay taxes, thus supporting the economy and strengthening defence.
