The cost of issuing passports has increased in Ukraine: new prices

On January 1, 2025, the Polygraph Plant Ukraine changed the cost of forms for certain biometric documents. As a result, the total cost of issuing some documents has also increased, Komersant ukrainskyi reports based on the State Migration Service of Ukraine information.
According to the Migration Service, the price of issuing a passport of a citizen of Ukraine in the form of an ID card, a passport of a citizen of Ukraine for traveling abroad, as well as a temporary and permanent residence permit in Ukraine has increased since January 1, 2025, due to the new cost of forms of certain biometric documents.
The cost of biometric documents in 2025 is as follows:
IDcard
- issuance of a passport of a citizen of Ukraine in the form of an ID-card for the first time – free of charge;
- issuance of a passport of a citizen of Ukraine in the form of an ID-card within 20 working days – UAH 558;
- issuance of a passport of a citizen of Ukraine in the form of an ID-card within 10 working days – UAH 928.
Foreign passport
- passport of a citizen of Ukraine for traveling abroad up to 20 working days – UAH 1042;
- a passport of a citizen of Ukraine for traveling abroad up to 7 working days – UAH 1682.
Residence permit
- permanent residence permit in Ukraine – UAH 1175;
- temporary residence permit in Ukraine – UAH 1080.
“Those persons who paid for administrative services by 31.12.2024, but have not yet submitted an application for paperwork, will be able to pay an additional fee at the rates in effect at the time of submission of the relevant applications,” the Ministry said in a statement.
