A new grant program has been launched in Ukraine: who can use it

The Ministry of Economy and the Ministry of Strategic Industries are launching a new grant program for manufacturers of components for weapons and military equipment. This is stated in a statement by the Ministry of Economy, Komersant ukrainskyi reports
The Ministry of Economy of Ukraine and the Ministry of Strategic Industries have announced the launch of a special grant program for companies that manufacture components for weapons and military equipment.
“Supporting manufacturers of weapons components is an investment in the country’s self-sufficiency and sustainability,” said Yulia Svyrydenko, First Vice Prime Minister and Minister of Economy of Ukraine.
The goal of the program is to reduce dependence on foreign suppliers and ensure localization of production of key elements for weapons.
“Ukrainian weapons should contain as many Ukrainian components as possible. Localization is a part of our defense strategy,” emphasized German Smetanin, Minister for Strategic Industries.
Who can receive a grant
Both existing enterprises and those planning to start production can apply for the program. The main requirement is to operate in the processing industry, to be transparent in their business and to have no ties with the aggressor state.
Grants are available on a co-financing basis:
- 50% is covered by the state, 50% by the entrepreneur;
- up to 80% of funding is available for enterprises from the frontline regions and manufacturers in the field of aerospace technology (KVED 30.30).
What is financed
Funds are provided for:
- purchase of equipment
- its delivery;
- installation at the production site.
The maximum grant amount is UAH 8 million.
Participants must:
- create at least 5 new jobs;
- repay the funds by paying taxes within three years.
How to apply
Applications for participation in the program are accepted through the Diia portal. The algorithm is simple:
- Choose a partner bank and fill out an online application with a business plan.
- Pass an interview and demonstrate the bank’s capacities.
- Wait for the Ministry of Economy to review your application (it takes two weeks).
- If approved, pay your share of co-financing.
- Get government co-financing.
Why it is important
The “Made for Victory” program is a new direction of the state initiative “Grants for Processing Industry Producers”, which has already supported more than 920 enterprises. The total amount of funding is UAH 4.6 billion.
This is not just an economic initiative, it is part of the country’s defense mobilization, allowing Ukrainian business to join the common cause and strengthen the country’s defense capabilities.
