An electronic register of special permits for subsoil use has been launched in Ukraine

Ukraine has launched commercial operation of the State Register of Special Permits for Subsoil Use. This was reported by the State Service of Geology and Subsoil of Ukraine, according to
The register is an integral part of the Unified State Electronic Geoinformation System for Subsoil Use. From now on, a special permit for subsoil use is granted in the form of an extract from the Register in electronic form.
What information can be obtained from the State Register
The Register contains information on the date, validity period and grounds for issuing a special permit for subsoil use, extension of the period and amendments thereto, the type and purpose of subsoil use, information on the subsoil site, the source of financing for the work to be performed by the subsoil user during subsoil use (state or non-state funds), special conditions, information on the owner and approval of the permit, data from the agreement on the terms of subsoil use or production sharing agreement, etc.
The information contained in the extract from the Register is up-to-date and reliable as of the date of its formation.
Who can obtain an extract from the Register and how
The system is accessed through the State Geological Portal.
The extract is generated through the electronic cabinet of the Unified Geoinformation System, the electronic cabinet of the subsoil user, as well as the electronic cabinets of the Unified Environmental Platform EcoSystem.
The register operates around the clock. However, for the duration of martial law, access to the resource is temporarily restricted, except for law enforcement agencies, state authorities and local governments.
According to the State Service of Geology and Subsoil, state registers of artesian, oil and gas wells are currently being prepared for implementation.
Who holds special permits for subsoil use
YouControl R&D Center analysts analyzed the List of Special Permits for Subsoil Use of the State Service of Geology and Subsoil of Ukraine and found that a total of 2,268 companies and 78 individuals have 3,482 valid special permits for the use of Ukrainian subsoil.
The co-owners of 351 companies are legal entities or individuals with a place of registration/citizenship in foreign countries. The ownership structure of these companies includes representatives from 51 countries.
According to the analysis of the List of Special Permits for Subsoil Use (including oil and gas subsoil use), 39 companies have special permits for the use of 16 out of 50 critical minerals in Ukraine. At the same time, some companies have special permits for the use of several critical mineral resources at once.
