Ukraine will conduct an inventory of habitable housing. Who will benefit from this

The Verkhovna Rada of Ukraine has adopted the law “On Conducting an All-Ukrainian Inventory” (No. 11281), which was developed by the Temporary Special Commission of the Verkhovna Rada of Ukraine on the Protection of Property and Non-Property Rights of Internally Displaced Persons and Other Persons Affected by the Armed Aggression of the Russian Federation against Ukraine. This was reported by the Temporary Special Commission, Komersant ukrainskyi informs.

In particular, the law provides for the creation of an information base of habitable housing in the form of a public interactive map, which will contain information on the technical condition of the object, its photo, the number of places to stay, and the amount of potential investment to bring it into a habitable condition.

“This is a law that should be the first step towards a systematic solution to the problem of ensuring the housing rights of internally displaced persons. Moreover, the law lays the foundation for creating a strong infrastructure to coordinate efforts at the local and national levels,” said Pavlo Frolov, head of the TSC.

Internally displaced persons will be able to choose the facility where they would like to live, and the authorities will communicate with international organizations to carry out the necessary repairs and put the facility into operation.

Internally displaced persons will be able to apply for housing approximately six months after the law comes into force.

The urgency of the housing problem for IDPs

It is housing assistance from the government that internally displaced persons rely on the most. According to a survey conducted in September-October this year by the Kyiv International Institute of Sociology, 53 percent of IDPs expect such assistance. Moreover, compared to 2022, this need has even become more urgent – in 2022, 41 percent of IDPs spoke about it.
