More than 100 thousand unemployed in Ukraine: how the Ministry of Economy answered how they plan to solve the unemployment problem

As of February 1, 2025, there are more than 100,000 unemployed in Ukraine. This data was provided by the Ministry of Economy and the State Employment Center at the official request of Kommersant Ukrainian. The Ministry of Economy and the State Employment Center provided detailed answers on the current state of unemployment and measures aimed at reducing the unemployment rate in the country.

Measures to stimulate employment
The Ministry of Economy reported that as part of the implementation of the Law of Ukraine “On Employment of the Population”, the government is implementing numerous initiatives to stimulate the development of the labor market and support employment. Among the main measures are compensation programs for employers who hire registered unemployed persons. These programs are targeted at various categories of citizens, including:
1.Persons with additional employment guarantees. According to the Resolution of the Cabinet of Ministers No. 124 dated 10.02.2023, employers are compensated for labor costs when hiring unemployed persons with additional guarantees (for example, parents with young children, persons supporting children or persons with disabilities).
“The draft law proposes, among other things: to provide unemployed persons undergoing vocational training at the direction of the employment center with assistance during the period of vocational training, retraining and advanced training; to provide registered unemployed persons with the opportunity to obtain both full and partial professional qualifications,” Deputy Minister of Economy of Ukraine Tetiana Berezhna
2.Support for internally displaced persons. Programs have been implemented to compensate for labor costs and provide employment guarantees for this category, in particular through compensation programs for employers.
3.Encouraging young people and people discharged from military service. They are provided with compensation for labor costs in the first job.
4.Socially useful work. Under martial law, the Government’s Army of Recovery project engages unemployed people in socially important work, which helps generate income and acquire new professional skills.
5.Support for small businesses. According to the Resolution of the Cabinet of Ministers of 18.04.2023 No. 338, small businesses are reimbursed for the costs of a single contribution to the compulsory state social insurance for the employment of new personnel.
6.Adaptation of workplaces for persons with disabilities. According to the Resolution No. 893 of 22.08.2023, employers are reimbursed for the costs of arranging workplaces taking into account the characteristics of candidates.
7.Grants for veterans and their families. The program, approved by Resolution No. 738 of 21.06.2022, is aimed at supporting the creation or development of own business among combatants.
8.Vocational training and vouchers. Pilot projects have been launched to organize vocational training for combatants and persons with war-related disabilities (in accordance with Resolution No. 984 of 15.09.2023), and work is underway on a draft law that provides additional assistance to registered unemployed persons in the field of vocational training.
According to representatives of the Ministry of Economy, these measures are aimed at revitalizing the labor market, creating new jobs and increasing the competitiveness of the Ukrainian economy under martial law.
