The first plant for the production of high-tech sheet glass will be built in Ukraine

NovaSklo and UkraineInvest have signed a memorandum on the construction of a plant for the production of high-tech sheet glass. This was reported by the Ministry of Economy, Komersant ukrainskyi reports.
The memorandum, in particular, provides for the provision of legal, advisory, and analytical support to the investor by the government office in order to obtain a special status for the project, which will allow it to apply
– tax and customs benefits,
– reimbursement by the state of part of the costs of constructed engineering and transport infrastructure and connection to networks.
What we know about UkraineInvest
It is a government agency authorized to support projects with significant investments. It will provide key support to this project, both during the preparation of the application and feasibility study, and after the signing of a special investment agreement between the Cabinet of Ministers of Ukraine and the investor, until its full implementation.
What we know about NovaSklo
NovaSklo is a project of the Ukrainian investment company EFI Group, which envisages the construction of the first large and modern flint glass plant in Ukraine. The initiative promises to become a platform for attracting strategic investments in the development of the country’s industry during the war.
According to Igor Liski, the founder of EFI Group and the main investor in NovaSklo, “thanks to its strategic location, own production of high-quality quartz sand and support from international financial institutions, NovaSklo will be built faster, more efficiently and will become an important element of Ukraine’s industrial independence.”
What we know about the new plant
The planned investments in the project amount to 240 million euros, and the company will create more than 300 new jobs in the first year.
The company will install German HORN equipment. An international team of experts with direct experience in launching similar plants is involved in the cooperation.
The plant will have one production line to meet the demand for products in the country. There is also a possibility of adding a second line. The main consumers of glass will be manufacturers of windows, facades, etc.

According to Andriy Teliupa, Deputy Minister of Economy of Ukraine, the construction of the plant will create new jobs and attract additional investments in the Ukrainian industry. According to him, the government supports such large projects by providing a number of incentives.
What support can the state provide?
State aid under the program to support projects with significant investments (over €12 million) offers a number of incentives for investors. In particular:
– exemption from import duties on new equipment;
– exemption from import VAT on new equipment;
– exemption from income tax for up to 5 years;
– compensation of investor’s expenses for connection and connection to engineering and transportation networks;
– compensation for the cost of engineering and transport infrastructure facilities built by the applicant or an investor with significant investments necessary for the implementation of the investment project;
– exemption from compensation for forestry production losses.
Projects may be related to manufacturing, mining, transportation, education, healthcare, tourism, or other areas. The total amount of state support is up to 30% of capital investments. Investors must sign a special agreement with the Government, with the support of UkraineInvest and the Ministry of Economy.
With whom similar agreements have already been signed
According to the Ministry of Economy, 2 such agreements were signed in 2024.
The first special investment agreement was concluded in October last year between the Cabinet of Ministers of Ukraine, Astarta-Kyiv Limited Liability Company and Astarta Agro Protein Limited Liability Company. It concerns the construction by Astarta of a soybean meal processing plant with a capacity of 500 tons per day in Poltava region.
The second agreement was also signed in October last year by the Cabinet of Ministers and Bukovel and Aquapark limited liability companies.
