The Living People sect, a popular Russian sect, is spreading in Ukraine, denying the very existence of any state and trying to paralyse its work. This was reported by [Kommersant] with reference to the Times of Ukraine.
The media outlet writes that since 2017, a sect of adherents of renouncing citizenship, documents and glorifying everything “soviet” has been operating in post-Soviet countries. They deny the state and at the same time attack government agencies with thousands of letters and requests to stop their work.
The participants also collect data on the location of checkpoints, energy facilities and bomb shelters. For the past 4 years, the “sovereigns” have been featured in SBU and police reports. The focus is on the cooperation of specific representatives of the movement with Russian special services. They impede mobilisation and incite the masses.
What is known about the “Living People” sect
In May 2017, in Surgut (Russia), the former owner of an office equipment repair company, Anton Bulgakov, declared himself a “representative of a living born person” and began to avoid paying utility bills and taxes. He claimed that every person is given an account for $650,000 at birth, and to receive these funds, it is necessary to declare oneself a “living person” by sending letters to government agencies.
Bulgakov’s followers sent out massive letters demanding that they not be sent bills and statements of debt.
Letters from such people are usually of the same type and contain the same information.
“The number of such letters over time can be more than a thousand! A striking example is that 891 requests for information were sent by one person to a local government body within two working days, and later this number increased to 1497. In the first quarter of 2024 alone, the Ombudsman’s Office received 268 requests from such people. This number can actually block the work of government agencies,” Ukrainian Ombudsman Dmytro Lubinets said at a press conference in early July.
By the way, some members of the Living People sect were once involved in cooperation with Russian special services. Over the past four years, “living people” have even appeared in the reports of the SBU and the police from time to time.
Moreover, in Ukraine, you can even buy a “living person’s will form” on Internet sites, which Anton Bulgakov’s followers use instead of a citizen’s passport.
