EXCLUSIVEThe Prosecutor General’s Office has revealed the scale of staff shortage

As of 1 August, more than 1,700 positions remained vacant in the prosecutor’s offices. The biggest deficit of prosecutors is in Donetsk, Luhansk, Kherson and Zaporizhzhia regions. This was reported by the PGO in response to a request from Komersant ukrayinskyi.

“As of 01.08.2024, there were 1745 vacant positions of employees (prosecutors, civil servants, employees performing service functions and workers) in the prosecution bodies of Ukraine (excluding the Specialised Anti-Corruption Prosecutor’s Office),”

As written by , hundreds of prosecutors in the prosecutor’s office receive salaries without having the authority to do so. They are considered to be outside the staff, and have been reinstated, as a rule, on the basis of court decisions. These are mostly people who were illegally dismissed as a result of “lustration” or “testing”. At the same time, they are employed not in the PGO, but in the old “General Prosecutor’s Office”. The existence of two parallel prosecutorial structures is the result of incomplete reform.

The PGO is silent about this problem, refusing to name the number of freelance prosecutors and to explain why, despite court decisions, they are still deprived of the right to work in the updated structure of the PGO, which is the successor to the Prosecutor General’s Office. The state has been spending budget funds on the maintenance of freelance prosecutors all this time. But the latter are unable to fully perform their prosecutorial functions.
