The Ministry of Defence of Ukraine has created a new coordinating advisory body for the Internal Audit Department – the Audit Committee. The order to establish the body was signed by Defence Minister Rustem Umerov, Komersant ukrainskyi reports citing the press service of the Ministry of Defence.
The committee is being created as part of building a new model of financial control in the ministry. It will review the internal audit process and prepare recommendations for its improvement. The committee will include certified auditors from NATO member states and Ukraine.
“The establishment of the Audit Committee is an opportunity to engage recognised foreign partners in the field of internal audit. The Ministry of Defence has invited experts with the appropriate expertise, reputation, authority, skills and experience to join the committee. The body will serve as a “fuse” against political interference. This step demonstrates our readiness to implement the highest international standards,”
– said Deputy Minister of Defence Yuriy Dzhyhyr.
The Audit Committee will include:
- François Gauthier – Head of the External Oversight Service at NATO Headquarters (Brussels);
- Joseph Ignagnoli – Analyst/Evaluator of Oversight Programmes, Office of the Inspector General, US Department of Defence;
- John Chesshire – Head of Internal Audit at JC Audit Training Ltd (Oxford), member of the International Institute of Internal Auditors;
- Manfred van Kesteren – international expert on public internal financial control under the EU4PFM programme in Ukraine;
- Ruslana Rudnytska – Ukrainian expert of national and international projects under the auspices of the Ministry of Finance of Ukraine and the Accounting Chamber;
- Yuriy Dzhyhyr, Deputy Minister of Defence of Ukraine;
- Liudmyla Darahan, State Secretary of the Ministry of Defence of Ukraine.
