The top 4 digital projects that will destroy corruption are being prepared for launch in the Diia app. This was announced by the Minister of Digital Transformation Mykhailo Fedorov, Komersant ukrainskyi reports.
He emphasized that digitalization has already saved the state billions over the past 5 years, but it can save even more, and the ministry’s team is currently working on four large-scale tracks that will help further curb corruption.
According to Mykhailo Fedorov, the planned customs clearance in Diia is one of the key anti-corruption reforms: digitalization will remove people from the process and show how customs can work when there is no official.
The introduction of e-excise in Diia will make it possible to monitor every unit of tobacco and alcohol, meaning that once this service is launched, it will be possible to check the legality of products right in Diia. This will prevent the state from losing millions on the shadow market.
The Ministry is also working on a unified electronic system for notaries. The first pilot project to be launched is notarial services via video communication with a notary in Diia.
According to Mykhailo Fedorov, new electronic construction services are also being introduced. The most popular construction services have already been digitized. The Urban Planning Cadastre has recently been launched. The electronic system will contain all information about construction in the city, eliminating the possibility of “rewriting” urban planning documents and issuing permits “under the table”. The cadastre will be used to launch even more digital construction services for Ukrainians.
What else is the Ministry of Digital Transformation working on?
In his column for Channel 24, Minister of Digital Transformation Mykhailo Fedorov also said that his ministry is working on the reform of medical and social expert commissions together with the teams of the Ministry of Health, the Ministry of Social Policy and in partnership with NGOs.

In particular, the processes are being reengineered to remove the human factor. Instead of classical MSECs, there will be expert teams formed by an electronic system to prevent abuse and corruption.
At first, the system will select among the existing teams, and then form teams for each case according to the patient’s diagnosis and doctors’ specialties. Until the day of the assessment, the patient will not know which doctors and which team will conduct the assessment, and the doctors will not know which patient they will work with and when.
In addition, the electronic system will record the patient’s file and all documents for the assessment. This will allow us to track how the case has changed and what decisions doctors have made. All changes will be recorded, making it impossible to falsify documents retroactively.
Thanks to digitalization, it will be possible to track how fast the documents move, so that there is personal responsibility of the people who sign the conclusion. And thanks to the anti-fraud system, it will be possible to track how many people signed the documents and what anomalies there are. As the minister emphasized, when everything is in numbers and there is transparency, then we can ask specific questions.
It is worth recalling that the reform of medical and social expert commissions will be implemented in several stages, and the first one will begin on January 1, 2025.
