The Government simplifies obtaining a referral to the military medical examination for persons liable for military service

The government has decided to launch electronic referrals to military medical commissions for persons liable for military service. This was announced by the Prime Minister of Ukraine Denys Shmyhal, Komersant ukrainskyi reports.

According to the head of government, this option will be available primarily to those who wish to undergo a military medical examination on their own.

“People will not have to stand in line at the MMC to get the relevant document. Referrals to the MTC can be generated using the Unified State Register of Conscripts and received through the Reserve app,” noted Denys Shmyhal.

Paper referrals to the MTE are canceled. But not immediately

The Ministry of Defense explained that the resolution adopted by the government will pave the way for the full-scale implementation of the service for all persons liable for military service and reservists.

It is reported that the Ministry of Defense has already collected applications for beta testing of referrals to the military medical examination for the Reserve and is now starting to test the new service together with testers.

“We are conducting beta testing to eliminate all possible errors. Our goal is to simplify the process of passing the military medical commission. This is a completely new philosophy of interaction between the state and citizens. A philosophy that respects the time, efforts and dignity of everyone. The electronic referral to the Military Medical Commission is the first step in a large-scale reform that will build a new, transparent and convenient approach for people liable for military service,” said Deputy Minister of Defense of Ukraine for Digitalization Kateryna Chernogorenko.

The Ministry of Defense explained that after the launch of the service, it will no longer be necessary to go to the CMC and JV to get a paper referral to be examined for fitness for military service – a person liable for military service will be able to request an electronic referral to the Reserve, receive a notification with the necessary information on his or her smartphone and arrive immediately at the specified health care facility. This will greatly simplify access to referrals, reduce queues at the TCC, and optimize administrative processes.

First of all, an electronic referral to the Reserve will be generated by persons liable for military service who wish to undergo an examination to determine their suitability. But later, this function will be available to people who have received a paper summons to undergo a military qualification examination.

The next step in the reform of the VLC will be the integration of the information systems of the Ministry of Defense and the Ministry of Health of Ukraine. Starting in the fall of 2025, persons liable for military service will be able to choose a medical institution that has a contract with the NHSU to undergo a fitness examination.

Another problem with the military qualification commission needs to be resolved urgently

The Law of Ukraine dated 21.03.2024, which abolished the status of “limitedly fit”, stipulates that such citizens must undergo a second VLC by February 4, 2025 inclusive. Otherwise, they face fines and other legal troubles. Iryna Vereshchuk, Deputy Head of the Office of the President of Ukraine , reminded us of this recently.

According to her, today most of these citizens – more than 1 million in total – have not yet undergone the appropriate medical examinations. Among other things, because they have not received calls for a VLC or cannot get them at the TCC because there are queues.

The official admitted that it was absolutely unrealistic to let so many people through the MLC by February 4 and described what was being done to resolve the problem.

“First, we are working with MPs to introduce legislative changes to extend the period for the second medical examination for those who are limitedly fit. Secondly, we are working on regulatory changes to avoid imposing fines for the time being. Thirdly, the Ministry of Defense and the Ministry of Health urgently ensure proper work schedules for the MTEs to process all those with limited fitness in time, as well as ensure that people are called for the MTEs. This will be constructive,” said Iryna Vereshchuk.

She also emphasized that all those who are partially fit must undergo a second medical examination, as required by law.
