The government has canceled more than 200 outdated regulations for business: what has changed

The Ministry of Economy has abolished more than 200 outdated business regulations. In particular, permits, approvals, conclusions and other instruments that have long since lost their relevance were removed. This was stated by the Minister of Economy Yulia Svyrydenko, Komersant ukrainskyi reports

“Until recently, we still had such permits as a sanitary passport for transport, permission to enter health facilities, a healing certificate, approval of breaks in the port outdoors in the cold season, and others. We have removed them… There will be less bureaucracy for entrepreneurs,” Svyrydenko said.

What areas were affected by the abolition:

  • healthcare and sanitation;
  • the agricultural sector – in particular, the requirements for veterinary documentation have been simplified;
  • labor, construction, fire safety and foreign trade – a number of permitting procedures have been eliminated.

According to Svyrydenko, the government’s deregulation working group has already reviewed more than 1,300 regulatory instruments, and the process is ongoing.

“Our goal is to free entrepreneurs from unnecessary administrative pressure,” the minister added.

At a government meeting, Prime Minister Denys Shmyhal said that the Cabinet of Ministers had adopted six decisions that would abolish another 204 regulatory instruments in various industries.

In particular, the following have been canceled:

  • 150 instruments in the field of medicine and sanitary control,
  • 15 – in the field of labor protection, trade, construction and fire safety,
  • 22 in law enforcement, environment, agriculture, and other areas.

Now, entrepreneurs will no longer have to, for example, obtain approval for the re-profiling of an enterprise, obtain sanitary passports for vehicles, or obtain permission to build health facilities.

The economic effect of the decisions is expected to exceed UAH 600 million.

Shmigal reminded that deregulation has been one of the government’s priorities since the beginning of its work. Prior to the full-scale invasion, more than 1600 regulations had already been canceled at the regional level, and in 2023, an Interagency Working Group was created, which has since canceled 138 instruments.

In addition, the Prime Minister announced further steps: in the near future, the government plans to cancel more than 100 more regulatory acts, mainly in the areas of environment, healthcare, and economy.

Taras Melnychuk, the representative of the Cabinet of Ministers in the Verkhovna Rada, clarified that the instruments of state regulation of economic activity were abolished by recognizing 42 regulatory acts of central executive bodies in general and 30 in individual parts as invalid.

Most of the abolished regulations have not been applied for more than ten years and have lost their relevance, including those related to sanitary rules for powder metallurgy, shipbuilding, coal industry, veterinary and foreign economic activity.
