Government proposes to postpone compulsory car insurance for veterans
7 December 06:53The Cabinet of Ministers proposes to the Verkhovna Rada to postpone the mandatory registration of car insurance for veterans. The corresponding draft law was registered in the Parliament on December 6 under No. 12295. This was reported by the Ministry of Veterans Affairs and the government’s representative in parliament, Taras Melnychuk, Komersant ukrainskyi reports.
The document provides for the exemption of combatants, persons with disabilities as a result of the war, and injured participants in the Revolution of Dignity from compulsory civil liability insurance for car owners for the period of martial law.
Starting in January 2026, such persons will be exempted from paying the insurance premium under an internal motor third party liability insurance contract. That is, its conclusion will still be mandatory for veterans, but it will be free of charge.
However, it is important to note that the latter condition will only apply during the current martial law and the following year after its termination.
It is worth noting that Melnychuk’s statement uses the phrase “for the entire year (until December 31) after its termination,” while the Ministry of Veterans’ statement uses the phrase “within one year after its termination,” which is obviously different in nature.
According to the Ministry of Veterans, veterans who personally drive their own cars are currently exempt from compulsory motor vehicle liability insurance. However, after the entry into force of the new law on MTPL, they will have to take out a car insurance policy as early as January 1, 2025, if the Parliament does not approve draft law No. 12295 in December.
At the same time, the draft law gives the Cabinet of Ministers three months to ensure the creation of a mechanism for transferring to the Motor (Transport) Insurance Bureau the information from the database registers necessary to confirm that persons belong to the above categories of citizens and register cars for such persons.
