Ukrainians allowed to drive with expired license – explanation of the Ministry of Internal Affairs

In Ukraine, drivers can use their expired license until the end of martial law. However, it is still possible to renew it by contacting the service center of the Ministry of Internal Affairs or using online services. This is reported by Komersant ukrainskyi with reference to the Ministry of Internal Affairs.
“The driver’s license, which expired before the period of martial law, is currently valid throughout Ukraine,” the Ministry of Internal Affairs Service Center said in a statement.
This means that drivers are not obliged to replace the document immediately and can do so later when the situation stabilizes.
It should be noted that this decision applies exclusively to domestic driving licenses. For traveling abroad, it is recommended to replace expired licenses with new ones in advance.
You can replace your driver’s license after the martial law is lifted in the country or by contacting the service center of the Ministry of Internal Affairs, which has now resumed providing services.
How to exchange an expired driver’s license?
Offline exchange at the service center of the Ministry of Internal Affairs
If you want to get a new driver’s license, you can contact any service center of the Ministry of Internal Affairs. You will need the following documents:
- passport of a citizen of Ukraine (ID card or foreign passport together with an extract from the place of registration)
- identification code;
- valid or expired driver’s license;
- medical certificate (optional during martial law).
The service is provided within one business day and costs approximately UAH 572.
Online registration through the driver’s electronic cabinet
For those who wish to order a new license remotely, the service of the Electronic Driver’s Office is available. Algorithm of actions:
- Log in to the Electronic Driver’s Area.
- Fill in the required data.
- Pay for the service online.
- Choose the way to receive the document: at a Ukrposhta branch; by courier delivery; at the service center of the Ministry of Internal Affairs.
The term for issuing the document is up to 10 working days, plus 5 days for delivery. Total cost: uAH 572 for the document and UAH 294 for delivery.
Important nuances for drivers
- If a driver’s license was issued for the first time for two years, it can be exchanged only after this period has expired.
- Drivers who have had no more than two administrative violations in two years can exchange their license without an exam. In case of a greater number of violations, you will need to pass the theory and practical exams again.
- An expired driver’s license allows you to drive a vehicle until the end of martial law.
