Ukrainians outline the main challenges and successes in the energy sector

The energy situation in Ukraine as of early February 2025 is much better and more stable than 62% of citizens expected. This is evidenced by the results of a survey conducted by the Rating Sociological Group on February 1 and 2, Komersant ukrainskyi reports.
81% of Ukrainians assess the situation with electricity supply as stable and note the absence of blackouts, 17% of respondents face minimal blackouts, and 1% face permanent blackouts. Compared to the survey conducted in October 2024, the number of Ukrainians who have a stable electricity supply has increased from 64% to 81%.
Ukrainians also assessed the measures taken by the state to stabilize the situation in the energy sector. They recognized the following as the most effective:
- restoration of destroyed energy facilities (48% of respondents);
- strengthening the protection of energy facilities (38% of respondents);
- attracting funds and energy equipment from international partners (37% of respondents);
- increase in electricity imports (24% of respondents);
- development of distributed generation (18% of Ukrainians).
In addition, 72% of respondents were positive about the initiative of President of Ukraine Volodymyr Zelenskyy to build up to 1 gigawatt of gas-fired power generation in 2024 and another 4 gigawatts in the coming years with the help of partners. 18% assess this initiative negatively. Positive attitudes are more prevalent among wealthier segments of the population. According to 57% of respondents, the Ministry of Energy of Ukraine will be able to implement the initiative to develop gas-fired power generation, while 31% believe it will not.
Development of the national energy sector in the future: how Ukrainians see it
Based on the results of a survey conducted by the Rating Sociological Group, 76% of respondents support the development of nuclear energy. On the other hand, 18% of respondents oppose the development of this type of generation.
It also became known that 80% of respondents were positive about the initiative to complete the power units of the Khmelnytsky NPP, while 16% of respondents negatively assessed this initiative. By the way, the completion of power units is most supported by residents of the eastern and southern regions.
Energy situation in Ukraine in 2025: main trends
In 2025, Ukraine’s energy sector continues to face the consequences of the crisis of previous years, including the loss of more than 9 GW of generating capacity and rising electricity prices. However, the government is taking active steps to restore and modernize the system.
Commissioning of new generating capacities
In 2025, it is planned to commission an additional 900 MW of distributed generation. This continues the trend of 2024, when 835 MW was added. These projects are being implemented with the support of the government through simplified procedures and concessional lending.
Development of renewable energy sources
Ukraine is committed to developing renewable energy. In 2025, the Action Plan for the Implementation of the Energy Strategy of Ukraine until 2050 is expected to be approved, which should stimulate investment in this sector.
Limitations and challenges
on February 10, 2025, Ukrenergo imposed electricity supply restrictions for industry and business from 06:00 to 21:00 due to damage to the power grid. No outages are expected for household consumers yet.
Synchronization with the European power system
Ukraine has successfully synchronized its power system with the European network ENTSO-E, which has strengthened the energy security of the country and the region. Ukrainian electricity helps Europe reduce its dependence on Russian energy.
Thus, despite the existing challenges, Ukraine is taking active steps to strengthen and modernize its energy system, focusing on integration with European structures and the development of renewable energy sources.
