Ukrainian men abroad resume issuing passports: what is known

Today, on February 17, Ukraine resumed issuing passports to Ukrainian men of military age (18-60 years old) abroad. This was reported in Telegram by Iryna Vereshchuk, Deputy Head of the Office of the President of Ukraine, Komersant ukrainskyi reports.
“A month ago, the President instructed to resolve the issue of issuing passports to Ukrainians abroad. Today they started issuing them,”
– the official wrote.
Prohibition of issuing documents
The issuance of documents to Ukrainian citizens abroad was suspended on April 23, 2024, initially citing technical reasons. At the same time, the then-Minister of Foreign Affairs Dmytro Kuleba explained that it was a restriction on the rights of men of military age. According to the minister, they went abroad, showing that the issue of the state’s survival did not concern them, and then they wanted to receive some documents from the same state.
“That is why yesterday I instructed to take measures to restore a fair attitude towards men of mobilization age in Ukraine and abroad. It will be fair,”
– kuleba wrote on April 23, 2024 in X.
The issuance of documents to citizens of other categories resumed on May 6. Men of mobilization age could not receive them until today.
From now on, a prerequisite for obtaining them is the availability of military registration documents.

How to obtain a Ukrainian passport abroad
Obtaining a passport of a citizen of Ukraine outside the country is governed by certain procedures that differ for men and women.
Citizens of Ukraine who are abroad can obtain a passport of a citizen of Ukraine or a foreign passport through
- diplomatic missions and consular offices of Ukraine in the country of residence;
- passport Service centers in some foreign cities, including Warsaw, Krakow, Gdansk, Wroclaw, Prague, Bratislava, Berlin, Cologne, Munich, Valencia, Madrid and Milan.
Starting from April 15, 2024, passports will be issued at foreign offices of the State Enterprise “Document” only by prior electronic appointment. This innovation is aimed at streamlining the process and preventing queues.
How to apply for a passport for men aged 18 to 60
Starting from April 25, 2024, additional requirements have been introduced for men of military age. Among them:
- Military registration documents. When applying for a passport, you must provide a valid military registration document. This can be a certificate of registration with a military enlistment office, a military ID card, or a temporary certificate of a person liable for military service.
- Verification through the Oberig register. Military registration documents must be entered into the Oberig register and verified. The data is entered automatically.
- Restrictions on registration. Men who left Ukraine after February 24, 2022 and apply for a passport for the first time after reaching the age of 18 must provide proof of military registration.
On July 24, 2024, foreign branches of the State Enterprise “Document” resumed accepting applications for passports for men, provided they have valid military registration documents.
How to apply for a passport for women
The procedure for issuing a passport for women abroad is less strict.
Required documents:
- a valid identity document (internal passport or previous international passport);
- documents confirming the citizenship of Ukraine;
- documents confirming the change of surname, name or patronymic (if applicable),
Stages of passport issuance:
- Make an appointment at a diplomatic mission, consular post or Passport Service center via the electronic queue.
- Provide the necessary documents and fill in the application form, which is generated electronically by the consular officer during the submission of documents.
- Pay the consular fee for issuing a passport.
Women who have changed their surname due to marriage or divorce are advised to update their passport data in a timely manner to avoid problems when crossing the border.
The timeframe for issuing a passport may vary depending on the workload of the consular office or the Passport Service Center. It is recommended to check the current terms directly with the institution.
