Ukraine signs security agreement with Albania: document published

Ukraine and Albania signed a 10-year agreement on long-term cooperation and support in Davos. The text of the document was published on the website of the President’s Office, Komersant ukrainskyi reports

The document was signed by Volodymyr Zelenskyy on behalf of Ukraine and by Prime Minister Edi Rama on behalf of Albania.

The parties condemned “Russia’s unprovoked, unjustified and illegal full-scale aggressive war against Ukraine, which is a manifestation of violations of international law, including the UN Charter, the Helsinki Final Act and the Paris Charter.”

Albania supports the independence, sovereignty and territorial integrity of Ukraine within its internationally recognized borders as of 1991, including the territorial sea, and recognizes the inherent right of our country to self-defense, as enshrined in Article 51 of the UN Charter.

“Albania will seek all possible ways and offer Ukraine further security and defense support in all areas, focusing on Ukraine’s most urgent needs, contributing to increased interoperability with Euro-Atlantic partners. Albania supports the Concept of the Future Armed Forces of Ukraine and will continue to participate in international efforts to support the modernization of the Ukrainian Defense Forces, both bilaterally and multilaterally, as well as in cooperation with partners (e.g., within the European Union, NATO and the Contact Group on Defense of Ukraine) to ensure greater interoperability with NATO,” the document states.

The country’s policy is to assist our country in maintaining a high-quality defense and military advantage, support military training, and provide support through the NATO Comprehensive Assistance Package (CAP). In addition, both countries will work together to strengthen Ukraine’s military capabilities.

In addition, Albania will contribute to the fighter jet coalition by providing training for Ukrainian pilots and technicians in English.

The two countries will identify opportunities to deepen defense-industrial cooperation, including joint defense production, including localization in Ukraine.

Albania will also cooperate with Ukraine to identify potential sources of funding to support Ukrainian defense projects and strengthen the protection of transferred technologies and intellectual property rights.

Other agreements include cooperation in intelligence, maritime security, cybersecurity, countering hostile propaganda and manipulation, fighting crime, and combating human and drug trafficking.

Albania will continue to support Ukraine’s efforts to establish a just and lasting peace and will make efforts to engage, in particular, the countries of the Global South to implement the Ukrainian peace formula and participate in relevant peace summits and working groups.

Ukraine pledges to continue implementing the necessary reforms, paying special attention to such areas as justice, law enforcement, anti-corruption, prevention of illegal trade, decentralization, public administration, business environment, security and defense sectors, which emphasize Ukraine’s commitment to democracy, rule of law, respect for human rights and freedom of the media.

The partner country expressed support for the creation of a special tribunal for Russia, for compensation for damages, for the return of Ukrainian children, for strengthening sanctions against Russia, and for Ukraine’s accession to NATO and the EU. Albania will provide humanitarian aid, help rebuild our country, and encourage Albanian businesses, foundations, and institutions to actively participate in projects aimed at rebuilding the Ukrainian economy.

in the event of a future armed attack by Russia on Ukraine or in the event of a significant escalation of the current aggression, at the request of either Participant, the Participants will hold bilateral consultations or consultations through other channels they deem appropriate within 24 hours to determine appropriate next steps.
