Ukraine is ready to provide reservations to foreign Ukrainians who will work for the state – Chernyshov

Ukraine is ready to offer citizens abroad jobs at defense enterprises with the possibility of reservations from mobilization. This was stated by Minister of National Unity Oleksiy Chernyshov in an interview with Radio Liberty, according to Komersant ukrainskyi. The minister emphasized that such a decision is exclusively voluntary for Ukrainian citizens, and the state supports their choice.
“Today, Ukraine and some industries need specialists like air. This includes the defense industry, the military-industrial sector, and other industries. We have a shortage of professionals, we have a shortage of specialists, and Ukraine is ready to reserve most of them from military service. That is why we plan to set up such centers that will help in finding vacancies in Ukraine and in the country of residence of Ukrainians. These job centers will be able to provide services and encourage people to choose a particular career path in Ukraine,”
– says Chernyshov.
The official is confident that Ukrainian men abroad want to be useful to the state.
“…if he is not ready to continue his path in the military, he can offer himself as a specialist – and there is a certain mechanism for this, it just needs to be used,”
– the minister said.
At the same time, he added that
“men are mainly responsible for defending Ukraine at this moment.”

Reservations for mobilization
Starting in 2025, Ukraine will have stricter rules than before for reserving employees liable for military service. All companies applying for the status of critical enterprises must confirm their compliance with the new criteria by the end of February. Two of the criteria are mandatory, while the third is optional.
The first mandatory criterion is the absence of tax arrears. This must be confirmed by an official certificate from the State Tax Service.
The second mandatory criterion is that the average salary at the enterprise must be at least UAH 20 thousand per month. The employee to be booked must have the same salary for the last reporting period.
The third criterion is chosen by the company independently from the list of sectoral or regional criteria.
For defense and fuel and energy companies, the 100% quota for employee reservations is retained. For other companies, the quota is up to 50% of employees liable for military service. The application process has been simplified through the Diia portal, and the status of critical enterprises will be checked automatically based on data from the Pension Fund and the Tax Service.
