“Ukrenergo” spent a huge amount of money on hiding energy facilities that it never built – audit results

Today, the Verkhovna Rada of the Verkhovna Rada held a meeting of the Supreme Council of Ukraine, which investigated the issue of the effectiveness of spending budget funds on the construction of shelters for energy facilities. It turned out that under the program of the State Agency for restoration for NEC “Ukrenergo”, of about 60 objects only 4 have a level of readiness of 70-90 percent, another 10 have 36-50 percent, and the rest from 6 to 25 percent. “If you carefully analyze the table, you will see how in 3-4 increased the cost of construction after the conclusion of the deal. You will see the low level of settlements and huge debts on which contractors will obviously sue the state.
Among the conclusions of the GASU – established obvious manipulation of the so-called “Design-Build” technology, which actually turned into “Build-Something-Design”.
Among the conclusions there are imitation of competition, corrupt mechanism of application of aggregated indicators of cost of works, absence of control mechanism in Resolution 1482, controlled selection of contractors, institute of “consultants and scientific and technical support”, on which about 4 billion UAH were spent, and many other dirty schemes, which led to the obvious result: huge budget funds were spent – “cover-ups” exist very conditionally.
